The Family Support Division (FSD), Office of Workforce and Community Initiatives (OWCI) is seeking candidates to fill a Program Specialist position. This position will be based in Cole County located at 3705 MO Blvd., Jefferson City, MO.
This is a professional position that will work closely with program, budget, and other staff. This position requires a high degree of judgement and initiative in completing assigned duties. The person in this position is vital to the OWCI budget preparation and implementation, coordinating audit request responses, and fiscal note responses. You will gain experience, skills, and advanced knowledge of the ins and outs of state government budgeting, programs, and the legislative process.
This position will be responsible for (but not limited to) the following duties:
- Preparing, reviewing, and analyzing the fiscal impact of proposed legislation on OWCI programs, and work with staff to develop response.
- Coordinating the preparation, review, and analyzing responses to requests from the State Auditor’s Office, or Federal audit requests.
- Tracking and monitoring program contracts with community providers.
- Develop new and revised manuals, bulletins, and memorandums pertaining to program policies, procedures, and operating instructions.
- Review case records and reports to ensure contractors are serving participants and is fulfilling contract requirements.
- Assisting in the unit’s budget request, running reports in the budgeting system, and providing analysis and recommendations to budget performance measures.
- Assisting in and reviewing responses to the Missouri General Assembly or the Missouri Office of Administration.
- Performing other related work as assigned.
Bachelor’s degree and 0-2 years of relevant experience. (Substitutions may be allowed.)

Preferred Qualifications:The person in this position should be organized, detail-oriented, and adaptable to change. Excellent time management, written verbal communication skills, and be able to establish and maintain effective working relationships with co-workers, agency staff, and other partners. Ability to work independently in assessing and managing priorities. Experience with computers and desktop applications, including Microsoft Office products. Knowledge of SAM II and Excel formulas preferred.
