When assigned to Distribution and Collection, the employee supervises and participates in a variety of semi-skilled and skilled tasks in locating, installing, maintaining and repairing water mains, sanitary sewers and other specialized tasks requiring knowledge of water and wastewater systems, plumbing and pipe fitting practices. The employee supervises and assists in such activities as installing meters, installing and repairing fire hydrants, installing water mains and sewer systems, repairing leaks, laying pipe, laying, cleaning and repairing connecting sanitary sewer laterals, and operating heavy equipment incidental to these tasks.
When assigned to Stormwater operations, the employee supervises and participates in a variety of semi-skilled and skilled tasks in the construction, operation, and maintenance of stormwater and right-of-way systems.
Work assignments are usually received in the form of specific work orders, but most work is performed independently under general supervision, with periodic inspections of completed work and review of reports. Supervision is exercised over a large crew or several moderate-sized crews of unskilled, semi-skilled and skilled employees, using reasonable initiative and independent judgment.

ESSENTIAL JOB FUNCTIONS- Lead worker in the repair and maintenance of the water, wastewater, and stormwater system infrastructure and roadway infrastructure;
- In conjunction with the Division Chief, provides guidance and instruction to Utilities Serviceworkers and Senior Serviceworkers
- May plan, lead, and assist in cleaning, and inspection of gravity sanitary sewer/stormwater lines
- May plan, lead, and assist in the maintenance of roadway infrastructure
- Maintains records and submits reports of work performed
- Operates and maintains applicable tools and equipment in a safe and proper working condition
- Performs a variety of skilled major construction jobs, including carpentry, plumbing, masonry, electrical, painting, fabrication, and installation, as assigned
- May perform a variety of skilled labor associated with roadway construction and maintenance
- Maintains cleanliness of work areas; removes debris, as needed
- Estimates material needs; procures materials, equipment, and supplies, as needed
- Operates heavy equipment such as front-end loaders and bull dozers, as needed
- Ensures compliance with safety regulations and standard operating procedures
- Reads and utilizes drawings, maps GIS and utilities atlases
- Schedules crews and personnel and timekeeping
- Will be required to perform "stand-by duty", being available and responding to off-duty emergency call-ins to effect repairs
- May be required to work nights and weekends
- Uses iPad, digital hand-held tools and asset management systems
- Knowledgeable in the use of asset management software and platforms
- Performs related work as required

High School Degree or G.E.D.Three (3) to Five (5) years of construction experience, at least one (1) years of which must have been at the journeyman level. Serves as a lead worker. Additional qualifying experience or completion of coursework at an accredited college or university in a job-related field, may substitute on a year-for-year basis for one year of the required experience or education.Commercial Driver's License - Class B with Air Brake and an acceptable driving record at the time of appointment.Depending on the position, a State of Florida Class "A" CDL may be required.Tanker endorsement and Class A/B CDL is required when operating a wastewater or stormwater tanker/Vactor truck Water Distribution Level 3 or higher license may be required. Veterans' preference per Florida law. REQUIREMENT EFFECTIVE MAY 1, 2011 Employees hired, promoted or demoted into this class on or after the above date may have to possess a State of Florida Department of Environmental Protection Level 3 or higher license as a water distribution system operator in compliance with Chapter 62-602 of the Florida Administrative Code and all revisions thereof at the time of appointment. Employees must maintain an active Level 3 or higher license for continuing employment in this class.
