Full-time position available with the Housing & Community Development Department, Federal Programs Division located at 414 East 12th Street
Salary Range: $5,794-$8,833/month
Normal Work Days/Hours: Monday-Friday, 8:00 a.m.-5:00 p.m.

Responsibilities
Section 3:
- Provides staff training and administers continuous quality improvement.
- Reviews and approve construction project(s) pay estimates as necessary.
- Project monitoring including reviewing and approving or rejecting Section 3 LCP tracker Labor Software System documents.
- Provides timely technical assistance to contractors, clients, and internal departmental staff.
- Researches, analyzes, summarizes, and prepares all Section 3 Reports required by HUD, IDIS, and the Texas General Land Office in coordination with the Section 3 Sr. Program Manager.
- Performs administrative duties in reviewing and investigating compliance with Section 3 requirements.
- Updates Standard Operating Procedures, Policies, and Procedures.
- Assures forms are up to date and in compliance with Section 3 requirements, including annual income limits.
- Conducts Pre-bid/construction conferences to discuss and inform sub-recipients, contractors, and other applicable parties about Section 3 requirements in federally funded construction projects.
- Provides pre-award and concurrence reviews to assure section 3 compliance.
- Performs other duties as assigned.
Fair Housing:
- Conducts client intake to obtain information needed for investigation and/or referral
- Designs fair housing tests and use other investigative tools to determine if unlawful discrimination is occurring.
- Represents Fair Housing as necessary in meetings
- Remains informed of changes in fair housing regulations, statutes, and ordinances and stay abreast of current legal and administrative decisions/rulings.
- Participates in staff training to ensure maximum efficiency and accuracy of work. Participate in cross-training within the HCDD to promote teamwork and provide necessary back-up for each position
- Develops and maintain networking relationships throughout the community, including local, state and federal and nonprofit housing agencies
- Provides accurate and complete information for grant reporting.
- Safeguard client security and confidentiality.
- Maintains full and accurate files for bona fide complainants and clients.
- Maintains effective communication throughout the organization.
- Exhibits a high level of personal energy and commitment.
- Works as a team to support and further the mission and goals of Fair Housin
- Exhibits a high level of personal energy, organization, and commitment to position and FHCCI mission.
- Assumes other responsibilities as assigned
Qualifications
REQUIRES an accredited Bachelor's degree and 4 years of professional experience in economic or community development work, planning, building codes administration, engineering, architecture, neighborhood development programs, OR an accredited Master's degree in economics, sociology, multi-disciplinary social science or urban affairs, urban planning, public or business administration, engineering, architecture and 2 years of professional experience in economic or community development work, planning, building codes administration, engineering, architecture, neighborhood development programs; OR high school graduation and 8 years of professional experience in economic or community development work, planning, building codes administration, engineering, architecture, neighborhood development programs.

If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
