    DUTIES

    ANNUAL SALARY

    $107,051 to $156,516

    NOTE :

    Annual salary is at the start of the pay range. The current salary range is subject to change. Please confirm the starting salary with the hiring department before accepting a job offer.

    A Senior Fire Statistical Analyst analyzes and researches various types of administrative and technical Fire Department data, accesses various Fire Department electronic data such as Fire Prevention Records, Fire Incident Reporting Systems, and Computer Aided Dispatch (CAD); extracts the necessary information from various databases and spreadsheets; analyzes data using both descriptive and inferential statistics; prepares statistical and narrative reports; makes recommendations based on the results of analysis; presents findings and recommendations to various groups including Department management, various Council committees, and other entities; may supervise administrative and/or clerical staff; and performs related work.

    REQUIREMENT(S)/MINIMUM QUALIFICATION(S)

    Graduation from an accredited four-year college or university, including at least 12 semester or 18 quarter units in statistics, research design/methodology or quantitative analysis; and
    Two years of full-time paid professional experience conducting quantitative or qualitative statistical analysis.

    Applicants that have completed courses in statistics, research design/methodology or quantitative analysis as stated in Requirement #1, must list the course title with the number of semester or quarter units, school attended and completion dates in the Supplemental Questions section of the application. Applicants who fail to provide this information on their application will not be considered further in this examination and their applications will not be processed.

    For qualifying work experience gained outside of the City of Los Angeles, the term “professional experience” applies to positions that require possession of a degree from an accredited four-year college or university in order to obtain that position. Therefore, to be considered “professional,” non-City qualifying experience must be gained in positions after obtaining a four-year degree.
    Applicants filing under Requirement #2 using City of Los Angeles experience must submit with their application a “Verification of Work Experience” (VWE) form with the required signatures, verifying their experience conducting quantitative or qualitative statistical analysis. The VWE form should indicate the type of work performed and the amount of time spent performing such work. The form may be downloaded at http://per.lacity.org/exams/vwe-sup.pdf . Applicants may attach the completed VWE form to their on-line application at the time of filing, or will have seven (7) calendar days from the on-line submission date to e-mail a copy of their completed VWE form, including the required signatures, to per.appdocs@lacity.org . The subject line of your e-mail must include the exam title, your name and indication it is a VWE. In the body of your e-mail, you must also include your first and last name, last four digits of your Social Security Number and contact phone number. Applicants who fail to submit their signed VWE form within the time required will not be considered further in this examination and their applications will not be processed.
    Experience in statistical computing programs, including R and Python, is highly desired.
    Candidates completing the examination process will be contacted by the Personnel Department to provide required proof of qualifying coursework. Applicants who wish to expedite this process may attach a copy of their transcripts (annotated with statistics, research design/methodology or quantitative analysis courses, credit earned, and grade received) in the Attachments section of the on-line application at the time of filing.

    In accordance with Civil Service Rule 4.2, all applicants who apply may not be tested in this examination. To meet anticipated hiring needs, only a limited number of qualified applicants will be invited to participate in the selection process in the following order: 1) Los Angeles City Promotional applicants who meet the minimum requirements. You must have received a regular appointment to a City position or be on a reserve list to apply for this examination as a promotional candidate; 2) Applicants currently employed by the City of Los Angeles on a part-time or exempt basis who meet the minimum requirements; 3) Remaining applicants who meet the minimum requirements in sufficient numbers to meet hiring needs based on a random sampling of those qualified candidates. Applications submitted during the filing period may be kept on file in the event that additional applicants need to be tested to meet hiring needs.

    The examination will consist entirely of an evaluation of personal and professional qualifications by interview. In the interview, emphasis may be placed on the candidate’s experience, training, and background as they have provided knowledge of: basic computer programming and processing methods such as R, Python, JAVA, and .NET; computer software used to gather, analyze, interpret, and present data such as Microsoft Power BI, Microsoft Excel, Microsoft SQL Server and Oracle; research and design methodology; descriptive and inferential statistics; sampling techniques; and the ability to: read and interpret statistical data, charts, graphs, and diagrams; think logically and creatively in approaching research problems; analyze and evaluate a wide variety of data and make logical and defensible recommendations; lead large-scale research and data analysis projects with personnel from different sections or departments; explain complex statistical techniques and information to a wide variety of individuals; prepare and present oral and written reports in a clear, concise, logical and convincing manner; interact tactfully and effectively with Department management, supervisors, coworkers, and personnel from other City departments and agencies; communicate orally with members of the public, various City personnel, and/or personnel from other agencies; and other necessary skills, knowledge, and abilities.

    Candidates will be notified later by e-mail of the date, time, and location of the interview, which may be held in Los Angeles or on-line. It is anticipated that interviews will begin during the period of FEBRUARY 3, 2025 to FEBRUARY 14, 2025 .

    In conjunction with Civil Service Rules, applicants who have received a regular appointment to a City position or are on a reserve list will be considered Promotional candidates while all other applicants will be considered Open candidates.
    The promotional list will ordinarily be used ahead of the open competitive list. However, if open competitive candidates receive a higher score, without military credits, than the highest available promotional candidate, after adding 0.25 of a point seniority credit for each year of continuous classified City service, the Civil Service Commission, upon request of the appointing authority, may approve certification of such open competitive candidates ahead of the promotional candidates.
    A final average score of 70% or higher is required to be placed on the eligible list.
    In accordance with Civil Service Rule, Sec. 4.24, review periods may be combined. Candidates in the examination process may file protests as provided in Sec. 4.20, 4.22, and 4.23 as applicable and within the required time frame; however, the Personnel Department may respond to and resolve protests prior to the establishment of the eligible list.
    If in accordance with the Rule of Three Whole Scores all candidates are eligible for appointment consideration, the examination will consist entirely of an evaluation of the candidate’s City employment application by Personnel Department staff to ensure that the minimum qualifications have been met.


    Notice :

    If you receive and accept an offer of employment to a regular position with the City of Los Angeles, your employee benefit coverage (including health and dental coverage, as well as life insurance) will commence approximately six weeks after your original regular appointment.
