POSITION PURPOSE: The Title IX/DHR Investigator plays a critical role in ensuring CSU Bakersfield’s compliance with federal and state regulations, as well as CSU systemwide policies, related to Title VI, Title VII, Title IX and Discrimination, Harassment, and Retaliation (DHR). Under administrative direction of the Executive Director of Equity, Inclusion, and Compliance (Title IX Coordinator/DHR Administrator), the position is responsible for conducting impartial and thorough investigations into complaints, analyzing evidence, interviewing involved parties, and ensuring timely and fair case resolution. The incumbent manages comprehensive case documentation, supports the development of efficient case management systems, and collaborates with campus stakeholders to promote a coordinated response to reports and complaints. Additionally, the investigator contributes to policy development and compliance efforts, fostering a safe, inclusive, and equitable campus environment.
DUTIES & RESPONSIBILITIES: Investigations & Case Resolution
Conduct impartial investigations into complaints alleging discrimination, harassment, sexual misconduct, sexual exploitation, dating and domestic violence, stalking, retaliation, and other Title IX/DHR-related issues, ensuring compliance with federal and state regulations and CSU policies to determine appropriate action. Analyze evidence, including written documents, electronic communications, and other materials, to identify key facts, patterns, and inconsistencies relevant to the investigation. Interview Complainants, Respondents, and witnesses. Assess credibility of parties and witnesses through the evaluation of statements, behavior, and corroborating evidence while employing trauma-informed practices, and applying sound judgment and neutrality. Monitor and adhere to procedural timelines established under University policies and state/federal regulations, ensuring timely resolution of all cases. Advise impacted parties of their rights and communicate with parties and witness advocates while protecting the independence, integrity, and confidentiality of the investigation. Provide periodic, timely updates regarding status of complaints received and on-going investigations to the Title IX/DHR Coordinator.
Case Management & Documentation
Prepare and maintain accurate and thorough documentation of investigative activities, including detailed notes, evidence logs, correspondence, and conclusions, ensuring a well-documented process for each case. Assist the Title IX/DHR Coordinator with utilizing and assisting in the development of a case management system (e.g., Maxient) to organize, manage, and track reports and complaints effectively. Collaborate and consult with the Title IX/DHR Coordinator regularly to monitor and manage Title IX/DHR incidents to ensure an efficient and effective response to reports and complaints.
Collaboration, Outreach, & Compliance
Collaborate with campus departments, including Student Affairs, Human Resources, University Police, and Academic Affairs, to ensure a coordinated and effective response to reports and complaints. Consult with legal counsel, CSU system administrators, and external agencies as necessary to address complex cases and ensure compliance with evolving laws and regulations. Assist in the development, review, and update of campus policies, procedures, practices, and training materials/education programming related to Title IX and DHR to align with CSU system mandates and federal/state regulations. Assist in the development, implementation, and facilitation of University-wide education, awareness and prevention trainings, programs, and campaigns, including monitoring patterns and trends to make recommendations to Title IX/DHR Coordinator to ensure the campus is engaged in preventative education programing.
REQUIRED QUALIFICATIONS: EDUCATION & EXPERIENCE - Equivalent to a Bachelor’s degree in law, social work, education, human resources, or related field and two (2) years of experience involving student, faculty, and staff conduct, investigating formal complaints or grievances, or related work experience.
LICENSES - Possession of a valid driver’s license or the ability to obtain by date of hire.

- Ability to design and conduct trainings/professional development opportunities related to anti-harassment and non-discrimination, Title IX and VAWA in various formats.
- Excellent problem solving, conflict resolution skills, interpersonal communication, and verbal/written skills. Ability to work with individuals from traditionally underrepresented groups representing a wide range of diverse backgrounds.

- Must be able to work occasional holidays and adjust working hours to meet special jobs. May be called back periodically to perform work as needed on an emergency basis.
PREFERRED QUALIFICATIONS: - Master’s degree or JD.
- Experience conducting investigations, providing training, or coordinating compliance activities in a higher education or similar setting.
- Knowledge and/or experience working in a unionized environment.
- Experience conducting investigations of cases involving discrimination, harassment, retaliation, whistleblower claims, sexual harassment, sexual assault, intimate partner violence, or stalking.
- Experience developing and presenting training on prohibited discrimination/equal opportunity issues/sexual misconduct.
- Experience working with victims of sexual assault, sexual harassment or dating violence.
- Demonstrated skills in an institutional/educational environment possessing a customer-oriented and service-centered attitude.
PHYSICAL DEMANDS: SEDENTARY WORK - involves mainly sitting; minimal walking and standing; lifting light weight objects limited to 15 pounds.
