    Description:

    The Stormwater Specialist performs field inspections of privately and publicly owned stormwater systems to ensure compliance with applicable local, state, and federal regulations, statutes, ordinances and permits. These systems may include extended detention basins, vegetated buffers/swales, sand filter basins, and other permanent water quality control measures. This individual gathers data in order to provide information and technical assistance to property owners, contractors, and others regarding stormwater systems and related regulations, statutes, and permit requirements, including the County’s Municipal Separate Storm Sewer System (MS4) permit.

    Schedule:

    This position operates on our four-day work week (Monday-Thursday). This position is hybrid, with remote work and in-office work as needed.

    This position is a grant funded position and is due to end at the end of 2025.

    Compensation:

    Hiring Range: $29.00 - $36.00 USD Hourly

    Compensation will be determined based on education, experience and skills.

    Essential Duties:
    • Plans and conducts inspections of privately and publicly owned and maintained stormwater systems.
    • Evaluates stormwater system performance to ensure compliance with local, state, and federal regulations, statutes, ordinances, permits and engineering standards.
    • Inspecting stormwater systems to ensure they are operating as designed and approved.
    • Identifies maintenance needs or corrective action, provides notice to property owner as needed, and follows up to ensure resolution.
    • Reading and understanding plans associated with land development and permanent water quality control measures.
    • Collects and analyzes data from the County’s GIS system, land use database and/or Cartegraph/OpenGov to provide information regarding maintenance standards and corrective measures to property owners, contractors, and others.
    • Maintaining records of inspections and reports in the County’s databases.
    • Collects data in the field to ensure stormwater data on the County’s GIS system is accurate and current.
    • Assists with writing and editing MS4 program documents and reports including Program Description Documents (PDD), Runoff Control Plans (RCP), and Illicit Discharge Detection & Elimination Plans (IDDE).
    • Assists with documentation and program development of the stormwater and floodplain management programs.
    • Providing information and technical assistance to various stakeholders, including residents, contractors and watershed associations.
    • Coordinating with Transportation & Engineering, Road & Bridge, and other County Departments/Divisions to provide documentation for compliance actions as needed.
    • Other duties as assigned.

    Minimal Qualifications:
    • HS Diploma or GEDand;
    • 2 years of work-related experience.
    • Or an equivalent combination of education & experience.


    Preferred Knowledge, Skills and Abilities:
    • Bachelor’s degree or equivalent degree.
    • Advanced skills in Microsoft Office.
    • Familiarity with database management.
    • Familiarity with Cartegraph/OpenGov.
    • Familiarity with Esri.
    • Familiarity with stormwater management

    • Ability to explain technical processes to a variety of audiences
    • Excitement to learn new processes and discovering data in the field
    • Experience with land use and planning regulations and processes
    • Passion for working outdoors in the Rocky Mountain Front Range
    • Willingness to collaborate with a variety of departments with differing goals and needs
