Job Description:Overview To ensure the City of Sarasota remains in compliance with evolving environmental regulations, including stormwater management, solid waste, and construction planning for capital projects. The Environmental Services Engineer will provide oversight on environmental compliance, manage NPDES MS4 permit programs, and contribute to sustainable development efforts.
Essential Functions- Proactively monitors changes in federal, state, and local environmental regulations to ensure the City remains compliant with new requirements from agencies like EPA, SWFWMD, and others.
- Conducts periodic compliance inspection of construction activities for pollution control practices and solid waste handling.
- In collaboration with Sarasota County, collects data and coordinate the City's response to annual reports required by NPDES permits.
- Compiles collected data and enters it into a computer system for purpose of editing and interpreting information and performing statistical analysis.
- Prepares complex reports and compiles information concerning permitviolations, legal notices and other documents.
- Establishes and maintains professional contacts with County, SWFWMD and DEP permitting departments for the State and County.
- Responds to and investigate complaints concerning environmental matters as they relate to solid waste/recycling, storm water, and other greenhouse gas reduction activities.
- Regularly assesses and reports on potential environmental risks to the city, providing recommendations to mitigate liabilities associated with non-compliance.
- Performs calculations to determine pollution discharges from various industrial sources and to evaluate effectiveness of pollution control equipment.
- Performs project management duties as needed, including preparation and evaluation of requests for proposals and bids; scopes of work; contract negotiations; contractor oversight and cost tracking against budgeted funds.
- Ensures timely and efficient project completion by overseeing environmental compliance elements, thereby reducing service delays and enhancing overall service standards for the community.
- Evaluates and reviews development applications including project plans to ensure solid waste/recycling collection activities and streetscape installations can be accomplished and are in compliance with City Ordinances, Codes and regulations.
- Assists in the review and project oversight of storm water construction and maintenance activities within the City's boundaries.
- Assists in developing policies and procedures for department operations.
- Assists in the administration and monitoring of contracts to ensure proper mitigation requirements for pollution control are included.
- Reviews and coordinates changes to the City's Engineering Design Criteria Manual to include but not limited to solid waste/recycling, storm water, and other greenhouse gas reduction activities.
- Makes field inspections to verify or obtain information on existing conditions or possible design alternatives in addition to inspection for permit and project compliance.

Minimum Qualifications- Bachelor's degree from an accredited college or university in mechanical, civil, sanitary, environmental engineering or other related field,
- Five (5) years of experience in the environmental field and experience working with local regulatory agencies. ( Experience working with EPA, SWFWMD, or related environmental regulatory bodies is highly desirable.)
- Possession of and ability to maintain a valid Florida Driver's License is required.
- C ertification in environmental engineering or sustainability is preferred.
Job Based Competencies- Knowledge of the principles and practices of storm water collection and removal.

- Ability to review and understand site plans and interpret the City Code.
- Ability to understand and apply applicable rules regulation, policies and procedures.
- Knowledge of contracts and other legal documents related to project planning and approval, site development, construction and environmental compliance.
- Knowledge of critical path project scheduling methods of data planning, organization, collection and analysis.
- Ability to work independently, exercise sound judgement, make decisions and problem solve.
- Skilled in environmental sampling and related equipment maintenance and operations.
- Ability to collect and evaluate scientific or technical data and create reports.
- Ability to perform calculations to determine pollution discharges.
- Ability to prioritize and organize information, analyze facts and exercise sound judgement in arriving at conclusions.
- Ability to prepare and present complete, accurate and coherent reports and to analyze and interpret the findings.
- Ability to communicate effectively and clearly, both orally and in writing.
- Knowledge of federal, state & local environmental laws, rules and regulations as applicable to storm water.
- Ability to manage construction projects to determine compliance with plans and specifications and City, County, State and Federal construction and environmental protection regulations.
- Knowledge of technical issues and practices in multiple areas related to solid waste/recycling and storm water pollution prevention.
- Knowledge of environmental science and engineering principles, practices and methods.
- Ability to establish and maintain effective working relationships with Public Works staff, staff of other City Departments and Offices, other governmental entities, vendors, developers, contractors and the public.
ResponsibilityUnder the direction of and responsible to the Department Head or designated representative. Usually none, but may provide technical guidance and schedule, assign, monitor and review the work of others.
Physical RequirementsThis is light work requiring exerting up to 20 pounds of force occasionally and up to 10 pounds of force frequently. Work requires considerable physical activity including walking, lifting, reaching, stooping, pulling, grasping, balancing, climbing, kneeling, standing, and crouching. Incumbent is subject to inside and outside activities with no effective protection from weather changes, noise, vibrations, job hazards, and atmospheric conditions. Position requires reaching, fingering, talking, and hearing to accurately perceive information at normal spoken word levels. Position requires visual acuity for reviewing, checking, preparing, and maintaining written and computer files. Manual dexterity to operate standard office, data entry, and word processing equipment is required. Position requires the ability to evaluate development and drainage plans on-stie, ensuring compliance with environmental regulations, mitigating flood risks, and safeguarding city interests.
Public ContactContacts are an essential component of this position.Frequent contacts are required with developers, contractors, consultants and governmental staff and the public.Contacts with City, county and federal engineering and environmental protection staff are required to coordinate technical and regulatory issues. The role also includes community outreach and stakeholder engagement to promote sustainable development practices and ensure transparency in environmental compliance efforts.
