    The Position

    THIS IS AN UNCLASSIFIED, NON-CIVIL SERVICE, HOURLY POSITION WITH NO MEDICAL, DENTAL OR ACCRUED LEAVE BENEFITS, WITH THE EXCEPTION OF AB1522 - HEALTHY WORKPLACE HEALTHY FAMILY ACT.

    Individuals in this entry-level classification, Hourly City Worker - IT Application Support, provide technical support for the City’s enterprise systems and perform essential functions such as creating custom applications and reports using Power Platform and various programming languages.

    Salary range for this position is between $24.99 to $34.99 Hourly. Hourly wage will be determined by the candidate’s qualifications.

    Essential functions of the job include, but are not limited to, the following:
    Administer and support the City’s virtual events/meetings using applications such as, but not limited to, Microsoft Teams WebEx and Zoom.

    Assist in the development and maintenance of system integration and automation using Python programming language and Power Automate.

    Perform data manipulation and analysis to extract meaningful insights and create dashboards and reports using ESRI Dashboard and MS Power BI.

    Create and maintain custom applications using MS Power Platform.

    Create reports and additional features in databases and assist with data migration across systems.

    Work with end user to develop and document requirements for application development or selection.

    Collaborate to design, develop, deploy, test, support and/or maintain applications based on business needs.

    Participate in the review process of application and system design and/or selection to ensure compliance with system requirements and City standards.

    As necessary, work with networking/hardware staff on installation, maintenance and support..

    Work with users to troubleshoot applications.

    Provide user training on enterprise applications.

    Create documentation and assists with the development of program specifications.

    Analyze business processes and build workflow diagrams.

    Create training documents and videos.

    Review and recommend small-scale commercial off-the-shelf software, as well as Software as a Service (SaaS) solutions.

    Design/configure user interfaces based on user input and City design standards.

    May drive on City business as necessary.

    Ensure IT services are provided with exceptional customer service and the highest level of ethical standards.

    Assume responsibility for ensuring the duties of the position are performed in a safe and efficient manner.

    Perform other related duties as assigned or as the situation requires.

    Minimum Requirements

    Experience
    At least one year of recent experience is required in a computer-related field in a professional or academic setting performing one or more of the following roles:
    Creating reports, applications, and automations using the Power Platform, or developing and building custom web applications with common programming languages and frameworks; OR writing complex queries, troubleshooting database performance issues, and creating reports using tools such as SSRS and Power BI; OR developing system integrations through ETL pipelines and APIs.

    Education/Training
    Graduation from high school or attainment of GED or CHSPE certificate.
    Bachelor's degree in computer science or a related field is highly desirable.

    License(s)/Certification(s)
    Valid Class C driver’s license may be required for some positions in this series.

    Knowledge, Skills, & Abilities
    Knowledge of:
    Proficiency in Python and PL/SQL application programming language.
    Proficiency in MS Power Platform including Flow, Power Apps and Power BI is highly desirable.
    Computer operating systems.
    Authentication and authorization frameworks such as Kerberos, LDAP, and OAuth.
    Familiarity with programming languages such as C#, Java, JavaScript, and frameworks such as Bootstrap, JQuery, .Net or J2EE is desirable.
    Experience with ESRI enterprise GIS system is highly desirable.
    Experience with Content Management System such as IBM FileNet is desirable.

    Knowledge of and skill in:

    Selection Process

    ORAL INTERVIEW: (Weight of 100%) To evaluate the applicant's experience, education, and general background for the position.

Any examination will be to evaluate the candidate's education, experience, knowledge and skills for the position. The City of Glendale reserves the right to modify the above stated examination components and/or weights. Should this be necessary, the candidates will be notified of the specific examination components and weights prior to the administration of any examination. The selected candidate will be subjected to a background check including Livescan fingerprinting. The City of Glendale conforms with State and Federal obligations to make reasonable accommodation for applicants and employees with disabilities.
