Why join the City of Oakland Police Commission?The City of Oakland is recruiting to fill one Project Manager II (Selective Certification - Chief of Staff) vacancy within the Oakland Police Commission. The Police Commission Chief of Staff is the Commission's representative to other branches of City Government, managing Police Commission projects and agendas, coordinating and facilitating Police Commission meetings, creating strategic and communications plans, conducting policy research, and attending to other duties as assigned to ensure the Police Commission's mission and goals are achieved. The Chief of Staff reports to and is supervised by the Executive Director of the Community Police Review Agency, receiving direction from the Police Commission regarding day-to-day functions and duties.
The Oakland Police Commission oversees the Oakland Police Department to ensure its policies, practices, and customs conform to national standards of constitutional policing. The Police Commission supervises the CPRA Executive Director, who is responsible for the day-to-day operations of CPRA, and the Inspector General, who is responsible for the day-to day operations of the Office of the Inspector General (OIG). The Police Commission is comprised of seven regular and two alternate members, enabled by Oakland City Charter section 604. All commissioners are Oakland residents and serve in a volunteer capacity.

Minimum Requirements for Application This recruitment will produce two eligible lists. The restricted list will be for full-time, permanent part-time, or part-time City and Port of Oakland employees who maintain employment for the duration of the recruitment and pass all stages of the recruitment process. The open list will be for all other applicants who pass all stages of the recruitment process. This recruitment is being announced in accordance with Section 5.03 of the Civil Service Rules . The eligible list generated from this announcement will only be used to fill Project Manager II positions specialized in Police Commission Chief of Staff, including full-time and permanent part-time positions, if applicable, and may be used to fill future vacancies with the same Selective Certification . Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable:
Education: Bachelor's degree from an accredited college or university in public or business administration or other relevant degree for particular project assignment. A Master's degree is desirable.
Experience: Three (3) years of experience in government ethics, corporate consulting, or with a police commission which included managing projects, staffing board and/or commission meetings, performing strategic planning, and ensuring goals and objectives are met.
License or Certificate/Other Requirements: Individuals who are appointed to this position will be required to maintain a valid California Driver's License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.
Desirable Qualifications: - Experience working on issues relating to government ethics and/or accountability
- Experience managing a board or commission
- Experience developing and/or implementing strategic plans
