    Summary

    ABOUT THE DEPARTMENT:
    The Solid Waste Department is responsible for the proper management of solid waste, recycling and compostable materials generated in Deschutes County. The Department operates Knott Landfill and four rural transfer stations where the public, contractors and waste collection companies deliver waste for disposal at Knott Landfill in Bend. The Solid Waste Department maintains the highest standards for the operation and regulatory compliance for its facilities.

    ABOUT THE JOB:
    Under general supervision, inspect incoming waste material for the identification, separation, and recycling or disposal of hazardous materials; store and arrange for disposal of non-recyclable hazardous materials; conduct waste screening procedures on incoming refuse loads. This is a lead level in the Hazardous Waste job class series, and is differentiated from the Hazardous Waste Technician classification due to an advanced level of experience and lead duties. Incumbent may perform lead duties and provide technical and functional guidance to the Hazardous Waste work crew. This position is a working lead and may perform all duties of the lower-level classifications.

    Key Responsibilities:
    • Leads and directs the work of assigned crews; may perform all duties of the lower classification, as needed.
    • Assists in planning work schedules, distributes day-to-day work assignments among facility staff, monitors the progress of work and adjusts as needed to assure compliance with department directives, work standards, policies, operating plans and effective use of department resources.
    • Assists in the evaluation of, and provides recommendations for, resource use and needs including staffing, equipment, and materials.
    • Provides customer service, responds to inquiries, assists the public in the proper disposal of material brought to the recycling drop-off stations; educates, and provides information to customers regarding hazardous material disposal policies and regulations.
    What You Will Bring:
    Knowledge of or experience with:
    • Basic knowledge of chemistry, biology, and physics related to hazardous materials management in a solid waste landfill facility.
    • Laws, rules, regulations, and policies related to hazardous waste handling, transportation, and disposal.
    • Computer applications related to document and report preparation and maintenance.
    • Sound customer service practices and procedures.
    • Principles of direction and work coordination.
    Skill in:
    • Identifying and responding safely to hazardous materials contained in waste loads in compliance with the waste screening program.
    • Using a variety of hazardous waste testing, sampling, detection, and identification equipment.
    • Documenting and maintaining accurate records of load checking and waste screening assignments.
    • Providing public and customer information regarding County Hazardous Waste Management policies and regulations.
    • Communicate clearly and effectively both orally and in writing.

    Compensation

    $4,920.76 to $6,279.82 per month for a 173.33-hour work month. Excellent County Benefit package when eligible. This union-represented position is available immediately.

    Minimum Qualifications

    • High school diploma or GED equivalent;
    • AND three (3) years of relevant experience;
    • OR any equivalent combination of training, education, and experience that provides the required skills and knowledge to perform the essential functions of the job.
    Preferred Qualifications:
    • Previous lead or supervisory experience preferred.


    Necessary Special Requirements

    Driving is a requirement for this position. Possession of or ability to obtain a valid Oregon driver's license within 30 days of hire date. The employment offer will be contingent upon presentation of an acceptable and verifiable driver's license, pre-employment screening for criminal history, driving history, and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment). This screening must be completed with satisfactory findings in order for a formal offer of employment to be extended.

    Must have dependable transportation and be able and willing to drive throughout Deschutes County in sometimes adverse weather conditions.

    Work is performed both indoors and outdoors in varying temperature, weather, humidity, and dusty/dirty conditions; work is performed in an environment with constant noise; exposure to grease and oils; exposure to moving equipment; exposure to electrical current; constant contact with staff and the public. Work under such adverse conditions as inclement weather, heat, dust, noise and potential exposure to hazardous materials and chemicals.

    Must be able to work additional hours and a flexible schedule when needed, including evenings, weekends and holidays, to meet the needs of the department and emergencies.

    • Must pass fitness-for-duty medical examination on an annual basis, pursuant to OR OSHA 437-002-1910.134, Appendix C, OSHA Respirator Medical Evaluation Questionnaire [Mandatory].
    • Must meet requirements for respirator fit testing and remain eligible to wear NIOSH-certified air-purifying respirator, pursuant to applicable regulatory requirements.
    • The OSHA 40 -hour HAZWOPER training certificate is required within 60 days from hire date; incumbents are expected to complete annual refresher certifications.
    • Forklift Operations Certification required within 30 days from hire date.
