    This recruitment will establish an employment list to fill current and any future vacancies within the County Administrative Office. The anticipated life of the employment list is six months.     Salary Information:
    Level I: $7,477 - $9,112 Monthly
    Level II: $8,517 - $10,380 Monthly
    Level III: $9,650 - $11,760 Monthly

    Typical Duties

    Level I: Actively participate in the development and preparation of the County annual budget. Assist in the direction of and participate in the development and implementation of County-wide goals, objectives, policies, and priorities. Counsel departments on budgetary and administrative needs. Prepare statements of improved procedures, methods, and systems. Interpret and implement policies and procedures. Review and analyze personnel requests in order to maintain Countywide fiscal control while ensuring adequate levels of service. Perform analytical studies and surveys, and collect information on difficult operational and administrative problems, procedures, systems, and situations, analyze findings, and make report recommendations of practical solutions for review and presentation to the County Administrative Officer and/or Board of Supervisors. Coordinate activities of the County Administrative Office with County departments and divisions, and with outside agencies. Evaluate statutory requirements for possible reinterpretation or amendment of certain requirements and recommend more efficient methods of compliance. Level II: Assist in the development, implementation and maintenance of the County budget and various County financial programs and coordinate the preparation of the County-wide budget from department requests. Conduct highly complex and sensitive studies, surveys, and reviews, and prepare reports related to a variety of staff administrative functions pertaining to organizational, operational, and budgetary operations within County government and Departments. Monitor, review and make recommendations on assigned department budgets. Act as the liaison in budgetary matters with other agencies, taxpayer organizations, and citizen's groups. Counsel departments on budgetary and administrative problems. Assist in the development, implementation, and maintenance of long-range fiscal planning programs, including economic forecasting and analysis. Review financial and budget systems of the County that could impact budget or affect budgeting process. Level III: Consults with the County Administrative Officer, Assistant County Administrative Officer, or Deputy County Administrative Officer relative to planning, policy, service, or program direction. Directs, oversees and conducts complex analytical work that has significant impact on the functions and operations of assigned departments, and has countywide impacts. Coordinates aspects of the County-wide budget, including working on the most complex departments and budget assignments. Performs difficult and complex analyses in budget development, to include estimated and final revenue/expense, trend and statistical analyses for budget monitoring, projection, and reporting. Assists with the implementation of guidelines to direct the preparation of budget line-items, narratives, analyses for personnel, services and supplies, and operational costs, recommendations and justifications for Annual, Mid-Year and supplemental budget requests, along with identifying key deadlines and performance targets. Confers with senior management staff and departments to discuss, evaluate and make policy recommendations on special projects and/or a variety of complex, organizational, policy, budget, fiscal, and other important functions of the department. Make oral presentations to the Board of Supervisors on budget related issues. Directs and/or conducts detailed and comprehensive studies, surveys and other evaluative processes to analyze existing and proposed administrative, management, program and organizational needs, systems, functions, policies and procedures. Identifies and analyzes important issues, processes, patterns, and makes related forecasts, document findings, and develops recommendations with performance outcome measures. Respond to the most sensitive and complex correspondence and constituent inquiries. Essential job duties may be assigned that are not listed above but are relative to this job classification.     Minimum Qualifications

    Minimum qualifications are used as a guide for establishing the education, training, experience, special skills, and/or license which are required and equivalent to the following.

    Education: Equivalent to graduation from an accredited four (4) year college or university with major course work in public or business administration, public policy, political science, accounting, urban planning, economics, or a closely related field.

    Experience: Level I: Two (2) years of progressively responsible staff experience in policy analysis, project management, budget analysis, and/or accounting, preferably with a local government. Level II: Two (2) years of progressively responsible local governmental experience equivalent to that of a CAO Analyst I in Tulare County involving the planning, analysis, coordination, direction, and evaluation of budgets, organizational structures, staffing patterns, and systems and procedures. Level III: Four (4) years of progressively responsible local governmental experience in complex budget analysis, development and administration. A Master’s degree from an accredited college or university may be substituted for two (2) years of experience. Lead or supervisory experience is highly desirable.

    Knowledge of : Level I: Principles and practices of management analysis and organizational design, public administration, budgeting, and financial management. Federal, state, and local governmental organization. Research methods and techniques, and methods of report preparation. Principles and practices of personnel selection, evaluation, and management. Governmental budget preparation and control. Statistical data collection and analysis techniques. Methods, practices, and terminology used in accounting and/or governmental budgeting. Level II: Principles of management analysis and organizational design necessary to analyze and recommend program, organization, and administrative policies. Principles and practices of fiscal management, budget administration and control necessary to evaluate budget requests. Federal, State and County governmental organization and operation. Statistical calculation and research methods. Level III: Principles of public administration, organization, and management. Principles and practices of public finance, governmental accounting and budgeting. Principles and procedures of budget preparation, analysis, and control. Practices and techniques of administrative and statistical report preparation. Effective techniques for speaking before groups and preparing for public presentations.

    Skill/Ability to:

    Analyze organizational and administrative problems and situations and recommend and implement an effective course of action. Communicate clearly and concisely, verbally and in writing. Properly interpret and make decisions in accordance with applicable laws, regulations, and policies. Operate a personal computer using standard word processing and spreadsheet software in order to produce reports, tables, charts and other materials. Monitor and control the expenditure of funds consistent with an approved budget. Prepare complete and accurate written reports and other documents. Establish and maintain cooperative relationships with those contacted in the course of work. Analyze and review the financial practices of County departments. Apply statistical methods in the analysis of management methods and problems. Plan, prepare and make oral presentations to large groups. Understand, interpret and apply provisions of Federal, State and local legislation, rules, and regulations pertinent to the administration of department policies and programs. Level II: Analyze problems and situations, and present appropriate facts and recommendations in written, verbal, and graphic form. Analyze and recommend departmental budget requirements. Assist in monitoring and controlling the expenditure of funds according to the approved budget. Function in stressful situations requiring instructing, persuading, negotiating, and motivating people. Obtain information through interviews. Establish priorities and assign and supervise work to ensure timely completion. Train others in governmental procedures, and the preparation of budgets and reports. Use patience, tact, and courtesy with other employees, officials, department heads, and the public. Level III: Collect, synthesize, and analyze complex budgets and financial practices of County departments. Analyze, prepare, and/or supervise the preparation of budgets and budget requests with effective recommendations. Identify and define problems, determine methodology, evaluate data and make recommendations with appropriate justification and develop/implement plan of action and strategies. Interpret applicable codes, ordinances, laws and legislation, and develop rules, regulations, policies, and/or procedures. Establish and maintain effective working relationships at all organizational levels, agencies and the general public in a dynamic, and deadline driven environment. Prepare clear, accurate and well-organized written documents and comprehensive reports. Communicate effectively, both orally and in writing.

    License/Certificates:

    Possession of, or the ability to obtain an appropriate, valid California driver's license.

    Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.     Benefit Amount: An annualbenefit amountis provided and may be applied towards health insurance premiums (medical, dental, vision, life and long-term disability).This benefit is pro-rated and paid on a pay period basis (24 pay periods).

    Health Insurance: A choice of PPO and HMOmedical plans which include PPOand HMO dental plans andinclude dentalandvision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, andVision Services Plan (VSP).

    Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

    Paid Holiday Leave : 12 set days and 1 personal holiday.

    Vacation Accrual :
    2 weeks per year (0-3 years of service)
    3 weeks per year (3-7 years of service)
    4 weeks per year (7-11 years of service)
    5 weeks per year (11+ years of service)
    Limit of 300 hours.

    FLSA exempt employees accrue an additional 5 days of vacation per year.

    Sick Leave Accrual : 12 days per year with unlimited accumulation, 48 hours of which may be used toward family sick leave.

    Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.

    Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.

    Employees are covered by State Disability Insurance. The premium is paid by the employee.

    Deferred Compensation : A voluntary deferred compensation plan is available.
