Essential Functions: - Coordinates care, provides behavioral health/social information tailored to the needs of each program client, and provides motivation and support for meaningful engagement in ongoing services.
- Performs assessment, navigation, crisis intervention, de-escalation activities as required.
- Identifies community members with high EMS use that also have behavioral health needs, provides plan for ongoing support.
- Builds and maintains critical collaborative relationships with other departmental and community-based programs to assure effective delivery of services.
- Works closely with community and team members to identify and address the barriers that keep people from getting the ongoing resources and support they need.
- Evaluates programmatic outcomes and needs, and advocates for same.
- Participates in agency functional teams and workgroups, and in agency and interagency meetings.
- May assume responsibility for shelter management as part of the County Emergency Operations.
- Performs other related duties as required.
Competency: Knowledge/ Skills/Abilities: - Considerable knowledge of crisis intervention strategies, broad principles of social work; de-escalation; client autonomy and choice; casework principles; harm reduction philosophy; practical problem-solving; supervision; coaching, and collaboration; services available in the community.
- Skill in and ability to plan and manage work activities: behavioral health interventions; crisis intervention; de-escalation strategies; developing collaborative relationships; data collection and reporting; recognizing when to seek supervision/support; accepting feedback; developing programs and procedures; making decisions in difficult situations; communicating effectively both orally and in writing; applying service and intervention approaches; interpreting laws, policies and regulations regarding human services; establishing and maintaining effective working relationships with the community, partnering agencies, and other county departments; analyzing situations to make sound judgments within the framework of existing laws, policies, and regulations.
Required Education and Experience: - Minimum of a Bachelor's degree in a Human Services field and three years of relevant experience in behavioral health or minimum of a Bachelor's degree in any field and five years of relevant experience in behavioral health.
- Considerable experience in assigned program area/human services programs and completion of required training programs.
- Equivalent combination of training and experience which provides the required knowledge, skills and abilities.
- Possession of a valid appropriate driver’s permit issued by the Commonwealth of Virginia.
Preferred Qualifications/Certifications: - Possession of a BSW or MSW degree and a Commonwealth of Virginia Social Worker license are desirable.
- Master’s Degree preferred.
- QMHP preferred.
- LCSW preferred.
- Experience with community members in behavioral health crisis. Clinical licensure, experience in behavioral health setting, bilingual in English and Spanish are desirable.
Physical and Mental Requirements: - Work is typically performed in a public setting in the community with occasional extended periods of time at a computer terminal.
- Frequent need to travel within the County to respond to emergency mental health calls.
- Occasional travel beyond the County for training or meetings is required.
- Regular contact with staff from police and fire-rescue; staff from Region Ten; hospitals and other behavioral health providers.
Remote Work: This position is not eligible for a hybrid remote work schedule that is in compliance with the County’s Remote Work Policy and meets the operational and service needs for the position. All County staff must maintain residence within the Commonwealth of Virginia.
Salary Range: The hiring range for this position is $33.98 - $39.53 per hour (approx. $70,682 - $82,214 per year). Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA non-exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
