    Summary

    About the Role:
    The King County Wastewater Treatment Division is seeking an enthusiastic, strategic, agile, and collaborative leader to manage and evolve the Project Control Unit in delivery of our growing capital program while maintaining a focus on the quality of services and unit resources optimization. We need a proven leader who will leverage their project control expertise and experience to strategically resolve challenges supporting the growing CIP and implement sustaining and consistent tools and processes across the spectrum of project control while advancing equity in capital and in alignment with WTD initiatives.

    The successful candidate will collaborate with all business sections of our utility, other King County departments and leadership, regional partner agencies, elected, and community-based organizations and will primarily support the following capital delivery section units:
    • Comprehensive Planning
    • Engineering and Technical Resources
    • Portfolio Planning & Analysis
    • Program/Project Management
    • CSO Delivery
    • Capital Strategies, Quality and Standards
    • Construction Management

You will be a key part of one of King County's largest, most complex capital programs with a variety of interesting, challenging, and critical projects. You will be supporting the growth and strategic development of the largest capital program in King County with projects and programs stretching across 2200 square miles.

    Job Duties
    What You Will Be Doing:
    • Cost Management - Direct Unit resources to: Implement, maintain, and report on the comprehensive capital work program spending forecasts and budget coupled with monitoring expenditures within established guidelines. Collaborate extensively with the WTD Portfolio Planning and Analysis Unit, the WTD Finance Section, and KCs Office of Performance Strategy and Budget to support strategic planning, budgeting, financial oversight and provide performance measurement metrics that support implementation of the KC Strategic Plan.
    • Schedule Management - Direct Unit resources to: Implement, maintain, and report on project and program level schedules outlining key milestones, activities, and dependencies. Monitor schedule progress, tracking project activities against the schedule to identify delays or advancements. Provide schedule updates to reflect changes in scope, resources, or unforeseen circumstances.
    • Delivery - Direct Unit resources to: Support standard and emerging work processes including program PMOA collaboration, contract administration and evolving practices for alternative delivery GCCM and PDB approaches, project, construction and program management support, manuals and documentation, SharePoint optimization, records management, and retention policies.
    • Reporting - Direct Unit resources to: Develop and maintain regular portfolio, program, project, and contract progress reports that summarize performance, including cost, schedule, trends, and risk metrics. Engage with stakeholders to ensure information is delivered timely and needs are met. Develop unique capital delivery reports as requested.
    • Resource Management - Collaborate with the section manager to create and maintain staffing plans for current and future capital projects and programs. Work with assigned supervisors to develop and implement detailed short-term and long-term resource planning models for assigned work programs. Implement on-boarding, training and career growth strategies for unit staff including succession planning.

    Experience, Qualifications, Knowledge, Skills
    Qualifications You Bring:
    • A minimum of ten (10) years of recent and verifiable experience with large-scale utility capital delivery must include knowledge and experience in multiple areas of capital programs such as Portfolio, Program and Project Management, Construction Management, Project Controls, Engineering, Planning, Contracting, Procurement, and Compliance. A minimum of ten (10) years of experience directly supervising personnel or managing capital delivery areas.
    • Demonstrated knowledge, skills and abilities directing capital teams in all aspects of King County Wastewater Treatment Division capital delivery systems, process and tools for projects, contracts, programs and portfolios.
    • Substantial experience of WTDs PRISM system to meet current and emerging needs of WTDs capital portfolio, program, project, and contract management business processes.
    • Established reputation as a strong leader who develops mutually respectful relationships, achieves consensus among competing interests and fosters a collaborative approach to problem solving.
    • Knowledge and skill in the principles and practices of successful supervision, employee coaching, team building, professional development, and accountability.
    • Substantial experience and skill working collaboratively with program and portfolio management for project control service delivery of cost and schedule management, cost forecasting, performance metrics, dashboards, and reporting.
    • Substantial experience managing teams and overseeing consultants in the delivery of large capital projects/programs. Ability to provide an empowering leadership style and foster a productive and supportive work environment that attracts and retains quality employees, promotes teamwork, and challenges and develops employees.

    Supplemental Information

    Working Conditions:
    • Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements are approximately 10 times a quarter. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the department's vision of Green Where We Work.
    • Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
    • Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
    • Union Representation: This position is represented by the Teamster, Local 117. Pursuant to Western Conference of Teamsters Pension Trust $2.00 per hour from the base wage will be submitted to the Western Conference of Teamsters Pension Trust Fund.
