This recruitment will establish an employment list to the current and any future vacancies for those County departments that have this position. Current vacancy is with the Human Resources & Development Department located in Visalia.
Typical Duties
Perform a wide variety of specialized clerical duties related to assigned functional area and Department; design and implement new forms and office procedures; undertake and complete a variety of administrative projects requiring considerable independent judgment, initiative and confidentiality; develop and implement various record keeping systems; assist in planning conferences, meetings and special events; research, gather and analyze factual data on a variety of subjects and compiles financial, statistical, activity, and legal reports, and where appropriate makes recommendations; assist in the implementation and administration of departmental activities. May participate in developing organizational concepts, cost estimates, statistics, budget requests, or annual budget preparation; disseminate information over the counter or telephone where judgment and interpretation are required in addition to standard facts or requirements; advise employees on problems within scope of responsibility, and on own initiative make decisions as are permissible; consult with administrative and technical personnel on matters effecting the support operations of the unit; review office procedures and recommend changes to improve office efficiency and effectiveness; prepare operating manuals, narrative and statistical reports, charts, and a wide variety of other support data and correspondence; dispense and receive documents such as applications, time sheets, and invoices, and verifies them to ensure accuracy and completeness; operate a variety of office automation and peripheral equipment; may modify or create simple software applications; may assist in the hiring, training and evaluation of new employees; may prepare and process payroll records.
Minimum Qualifications
Education/Experience : Equivalent to the completion of twelfth (12th) grade with supplemental specialized business, secretarial, and/or word processing courses AND two (2) years of complex and technical staff support experience, which demonstrates a high level of automation ability and independent decision-making.
Knowledge of: Theory, capabilities, limitations, and operations of office automation and related equipment and systems; modern office functions, duties, and procedures; report and forms design and production; English usage, spelling, grammar, and punctuation; math sufficient to apply algebraic formulas and interpret results.
Skill/Ability to: Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers; operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment; format documents and perform difficult operations requiring a high level of ability with word processing, spreadsheet and related types of software; provide lead supervision to lower-level personnel and assist in training new employees; collect information, establish facts, take appropriate action or make recommendations; express ideas clearly and concisely in writing; recognize and maintain confidentiality of information in compliance with department regulations; learn the organization, procedures and operating functions of the County Department to which assigned and communicate this information to staff and the general public; understand and carry out verbal and written instructions; establish and maintain effective working relationships with County staff and the public; organize work and set priorities; perform work with accuracy and attention to detail; work independently; prepare a variety of complex charts, graphs, and other special documents; analyze and correct operational, procedural, and programmatic problems encountered in the course of work; identify need for, develop, and implement new forms or procedures; maintain payroll records and budget expenditures.
License or Certificate: Possession of, or ability to obtain, a valid California driver's license.
DESIRABLE EMPLOYMENT STANDARDS
Skill/Ability to: Code, sort, post, check, or verify detailed and routine data and maintain logs and records; read and understand computer printouts; transcribe from a Dictaphone; type/keyboard accurately from clear copy at a speed of 50 words per minute.

CONDITIONS OF EMPLOYMENT
Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. Benefit Amount: An annualbenefit amountis provided and may be applied towards health insurance premiums (medical, dental, vision, andlife).This benefit is pro-rated and paid on a pay period basis (24 pay periods).
Health Insurance: A choice of PPO and HMOmedical plans which include PPOand HMO dental plans andinclude dentalandvision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, andVision Services Plan (VSP).
Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
Paid Holiday Leave: 12 set days and 1 personal holiday.
Vacation Accrual:
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.
Sick Leave Accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave.
Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.
Disability Insurance: Employees are covered by State Disability Insurance. The premium is paid by the employee.
Deferred Compensation: A voluntary deferred compensation plan is available.
