    Position available with the Human Resources Department, Administration Division located at 414 E 12th St
    Salary Range: $5,794 (salary based on experience)
    Normal Work Days/Hours: Monday-Friday, 8:00 a.m.-5:00 p.m

    Responsibilities

    The Human Resources department is seeking a highly skilled and detail-oriented Fiscal Officer (Senior Analyst) to join our team. This position oversees all departmental fiscal, budget, and procurement activities, provides crucial data analysis and project support to the HR Director, and assists with general department administration. The ideal candidate will possess strong analytical skills and a solid understanding of financial processes.

    Key Responsibilities:
    • Oversee and manage all financial and procurement transactions, ensuring accuracy and compliance.
    • Review, approve, and track departmental budgets and expenditures, providing timely reporting.
    • Reconcile procurement card transactions and other monthly charges.
    • Manage department's contracts.
    • Develop departmental budget forecasts, including salary projections and PRC requests.
    • Coordinate departmental responses to audits and compliance reviews.
    • Establish and update HR staff access to PeopleSoft Financials, ensuring appropriate permissions and training.
    • Document fiscal processes.
    • Analyze and report on workforce data, responding to Freedom of Information Act requests and other ad hoc data requests.
    • Conduct analysis and tracking of reductions-in-force.
    • Support departmental strategic and communication planning efforts, including HR metrics and service delivery performance measurement.
    • Maintain and activate the department's Continuity of Operations Plan.
    • Coordinate the acquisition and tracking of all departmental technology.
    • Track and report on customer service surveys.
    • Represent the department on internal committees.

    A successful candidate will have the following skills:
    • Proficient in data analysis and financial reporting.
    • Strong organizational skills with attention to detail.
    • Excellent communication and interpersonal skills.
    • Experience with Peoplesoft Financials or similar financial management software is a plus.



    Qualifications

    REQUIRES an accredited Master's degree in public or business administration, urban or regional planning, economics, organizational/development psychology, project management/or geography and 3 years of professional experience in corporate/municipal finance, research, accounting planning, project/program management, or geographical information systems analytics OR an accredited Bachelor's degree and 5 years of professional experience in corporate/municipal finance, research, accounting planning, project/program management, or geographical information systems analytics. Preference given to candidates with budgeting and analytics experience.

    Positions requiring a high school diploma/GED certificate must be obtained from a school/program accredited by the Department of Education and recognized by the U.S. Secretary of Education.

    The minimum education requirement for positions that allow for experience equivalency for an accredited degree is a high school diploma. Unless otherwise specified, an accredited degree must be obtained from a college or university listed with the U.S. Department of Education and recognized by the U.S. Secretary of Education.
    For positions with a salary grade of EX6 or higher that require an accredited degree, qualifying professional experience must be obtained AFTER the accredited degree is obtained.
    Successful completion of a pre-employment criminal history/background check is required for all positions. Some positions require a post offer drug screen and/or physical.

    If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
