    Position Information

    The County of Sonoma's Office of Equity is pleased to accept applications for Bilingual (English/Spanish) County Equity Manager.

    Starting salary up to $71.79/hour ($149,834/year), a competitive total compensation package*, a nd an additional $1.50 per hour for fluent bilingual (English/Spanish) skills*!

    The mission of the Office of Equity (OOE) is to work in authentic and collaborative partnerships within County government; with Black, Indigenous, and communities of color; and with community members who are disproportionately impacted by systemic inequities to:

    • Recognize and disrupt systemic harm,
    • Redesign structures and direct resources towards healing, liberation, and belonging,
    • Build transparency and accountability in County institutions, policies, and culture.
    As a key member of OOE's management team, the County Equity Manager (CEM) is responsible for assisting the County Equity Officer in establishing and achieving the Office’s priorities, goals, and objectives; overseeing OOE's administrative functions; and supervising professional-level staff to ensure programs and projects deliverables are met. The CEM will lead the implementation of the County's Racial Equity Action Plan and other racial equity initiatives while providing guidance to staff. Additionally, the CEM will develop and implement bilingual and culturally responsive communication strategies for a variety of stakeholders, including, preparing reports for County leadership and elected officials, delivering presentations to staff and the public, and providing training on racial equity topics.

    • Significant experience working on the development and implementation of strategic equity-related initiatives and d emonstrated project management skills
    • Excellent verbal and written communication and presentation skills in English and Spanish
    • People-centered leadership skills and supervisory experience including assessing project performance, providing feedback, and implementing solutions
    • Experience managing and monitoring public contracts and project budgets
    • The ability to think creatively, troubleshoot, and pivot to meet program deliverables with integrity
    • Experience applying Anti-Racist Results Based Accountability or other anti-racist data collection, evaluation, and analysis methodologies in a government or nonprofit environment
    • An understanding of the historical and actual burden faced by communities of color in Sonoma County and the government’s responsibility to mitigate these harms
    • A sense of purpose, dignity, and authenticity to work with County staff and the public
    • Passion for implementing antiracist practices in County government processes and services
    • A positive mindset, patience, and a sense of humor!
    Note: This position plays a critical role engaging with communities as a Disaster Service Worker if the County experiences a declared emergency, and may be required to work extended hours, weekends, and holidays.

Bilingual positions require English and Spanish skills at either the basic (conversational) or fluent (reading, writing, and conversational) level. Applicants who wish to be considered for a bilingual position must indicate their level of skill in the required supplemental questionnaire. An examination will be conducted prior to employment in a bilingual position to confirm the level of skill in this area. Bilingual premium pay is $1.50/hour for fluent skill sets.     This recruitment is being conducted to fill a Bilingual County Equity Manager as a fluent bilingual (English/Spanish) position in the Office of Equity. The Civil Service title for this position is County Equity Program Manager.

    Minimum Qualifications

    Experience and Education: Any combination of experience, training, and education which would provide the opportunity to acquire the knowledge and abilities stated herein. A typical way to qualify is:

    Two (2) years of experience in program management that has included some experience working with government agencies in the development and execution of strategic equity related initiatives in a large, complex organizational environment; coursework in a related area of study, and training or certification in equity, diversity, and inclusion studies. Bilingual skills are highly desired.

    License: Possession of a valid driver’s license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.

    Knowledge, Skills, and Abilities

    Thorough knowledge of: sociopolitical ,historical, and systemic issues influencing equity and discrimination on people of color and other disadvantaged groups; issues related to diversity and racial equity analysis; diversity, equity, and inclusiveness research and best practices for organizations; current EDI best practices and trends, including familiarity with key concepts(e.g., racial equity, cultural competence, unconscious bias); organizational development theories and techniques and project management/coordination practices; pertinent federal, state, and local laws, programs and practices related to anti-discrimination, equity, equal opportunity, diversity, and inclusion.

    Considerable knowledge of: theories, principles and practices of effective management and strategic planning process and techniques; effective institutional change management principles and practices; effective interpersonal and group communication techniques; policy analysis and development techniques and methods of formulating and advocating for public policies specific to equity issues; principles and practices of communication, community engagement, and public relations; principles and practices of supervision and performance management; budget and fiscal management.

    Ability to: implement and coordinate equity programs; conduct needs assessments; develop and present trainings and team building activities; develop and maintain a multi-cultural perspective and work in a team-based environment and collaborate with others; demonstrate cultural awareness and competency; exercise sound independent judgment and political acumen within general policy guidelines; engage with staff and department leadership to promote trust, collaboration, and partnership; influence others on the benefit of an approach to work with an equity lens; conduct analysis and effectively problem solve; interpret and apply policies, procedures, laws, and regulations; demonstrate excellent written, verbal and interpersonal communication skills including ability to develop a wide range of written materials, make presentations, engage to persuade and motivate; supervise and evaluate the work of staff; exercise tact and diplomacy in dealing with highly sensitive, complex and confidential issues and situations; build effective, strong working relationships, partnerships, and networks with communities of color, and the organizations that serve them.

    The selection procedure will consist of the following examination:

    An Application & Supplemental Questionnaire Appraisal Examination (weight 100%) will be conducted to evaluate each applicant's application and supplemental questionnaire for satisfaction of minimum qualifications (pass/not pass); and for educational coursework, training, experience, knowledge, and abilities which relate to this position. Each applicant will be evaluated based on the following criteria:

    • Relevance of work history, related experience, and achieved level of education and/or training as described in the application and responses to the supplemental questions.


    Candidates demonstrating possession of the minimum qualifications will be placed on an employment list in order of most qualified to least qualified based on the achieved score received in the Application & Supplemental Questionnaire Appraisal Examination. Scores may be adjusted based on such factors as the number of candidates, anticipated vacancies, past practice, and natural breaks in the scores achieved by this group of candidates.

    A background investigation is required prior to employment.
