Description: Job Description Summary: The Building Safety Operations Manager is responsible for overseeing and directing the activities of the Building Safety administrative, plan review and permitting operations. Supervise, advise, train and mentor technical and administrative staff and make recommendations for routine personnel matters, policies and procedures. Communicate frequently with executive leadership to provide project risk analysis.
Salary: The anticipated hiring range for this position is $ 97,453-$105,700 USD Annually depending on qualifications .
The full range for this position is $ 81,307.54 - $130,092.07

Schedule: This is a hybrid role that operates on a 4 , day work week Monday- Thursday , 40 hours per week.
Essential Duties: - Assists Building Safety Director as needed in strategic planning, budgeting, personnel matters, policy and procedures, code related issues and in coordinating with other jurisdictions . Performs complex technical research, reporting, analysis and process improvement work. Responds to inquiries about individual projects and provides technical assistance . Liaison with a variety of county agencies and officials. Prepares building codes for adoption by the Board of County Commissioners. Responds to emergency calls from law enforcement and emergency preparedness agencies. Acts as Building Safety Director in director's absence.
- Works with all aspects of software and application development, testing, training, implementation, administration and function definition for division. Communicate frequently with executive leadership to provide project risk analysis, status and requirements that may impact strategic direction. Perform hardware/software testing for compatibility with division's policies and procedures. Prepare, negotiate and administer software vendor contracts. Coordinate program and project schedules with a variety of divisions and external personnel. Review available computer equipment and software and make recommendations for acquisitions and updates.
- Monitors division expenditures and revenues. Approves a variety of vouchers, requisitions, invoices, purchase orders, request forms and financial documentation. Assists with long- and short-range budget planning. Creates schedules, flow charts and spreadsheets for division operation .
- Supervises staff in area of responsibility. Administers and makes recommendations for routine personnel matters affecting subordinates, including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, appraisals, and taking corrective action. Conducts performance evaluations and communicates short- and long-term goals and objectives . Submits personnel records and reports as required by the county. Assists and advises subordinates as necessary, resolves problems as non-routine situations arise, and ensures adherence to established policies, procedures, and standards. Communicates changes in policy and procedures to direct reports and implements them as directed.

Qualifications:

Minimum qualifications: - Five years of related work experience with at least three years in a supervisory role.
- Or an equivalent combination of education & experience.
Preferred Qualifications: - Proficient in the Amanda permit system, and the ability to learn and implement new technology practices with a team.
- Bachelor’s degree or in Engineering, Architecture, Planning, Public Administration, or a related field preferred.
- Five years of experience in a Construction m anagement or a Building Department management role highly preferred.
- Building Plans Examiner and additional - International Code Council c ertification s highly preferred.
- Subject Matter Expert within the application of building codes.
- Experience with understanding and implementing State legislat ion and proposed bills
- Plans and implements safety policies and procedures in compliance with local, sate and federal regulations, including Occupational Safety and Health Administration (OSHA) and Department of Transportation (DOT).

- Strong knowledge of the principles and practices of business analysis, business process improvement, and project management
- Wildfire building code knowledge is a plus.
- Ability to update building codes and coordinate with stakeholders and fire districts.
