Job Description and DutiesUnder the general direction of the Section Chief, Staff Services Manager II (SSM II), the incumbent independently provides high-level expertise, research and analysis on technical aspects of the programs and policies of the Division of State Financial Assistance (DSFA). The incumbent functions as an advisor and lead technical staff to assist with monitoring and compliance of the most complex projects and providing data and reporting to the Farmworker and Rural Housing Section.

Desirable QualificationsIn addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Knowledge of subsidized rental housing programs, including those operated by the Department.
- Knowledge of and experience with the principles of asset management, property management and compliance monitoring.
- Practical knowledge of real estate, rental loan underwriting, financial statement and pro forma analysis, and escrow processes.
- Ability to evaluate and analyze complex reports such as rental income determinations.
- Demonstrated experience effectively interpreting State and federal regulations to develop and enforce sound and practical policies and regulations.
- Demonstrated project management experience, including the planning, organizing, coordinating and overseeing the implementation of new or revised policies and procedures.
- Demonstrated ability to facilitate meetings and work collaboratively with program grantees, stakeholders, and other involved federal, state and local governmental agencies.
- Experience interpreting, and implementing policies, government codes, and compliance monitoring.
- Experience writing, developing, or implementing policies, procedures, or desk manuals.
- Experience with auditing principles and practices.
- Experience with inspections of housing units.
- Ability to effectively present information to internal and external stakeholders.
- Demonstrated ability to research and analyze complex issues and present findings and/or recommendations effectively both orally and in writing.
- Advance skills in working with Microsoft Excel, databases, and other data analytics software.
- Ability to work both independently and collaboratively as part of a team.
