OC PUBLIC WORKS
OC Public Works (OCPW) provides services on a regional basis to unincorporated areas, cities, and other County agencies and departments. The primary mission of the department is to protect and enrich the community through the sustainable delivery of projects and services. OC Public Works’ guiding principles are safety, integrity, quality, teamwork, and adaptability.
OCPW is a unique County department comprised of ten service areas: Administrative Services; Agricultural Commissioner/Sealer of Weights & Measures; OC Construction; OC Development Services; OC Environmental Resources; OC Fleet Services; OC Facilities Design & Construction; OC Facilities Maintenance; OC Infrastructure Programs; and OC Operations & Maintenance.

THE OPPORTUNITY
The Risk Management Analyst will report directly to the Safety and Risk Manager. This position will be responsible for assisting in the administration of the OCPW Safety Program, safety related projects, surveys, training sessions, and investigations. The incumbent will be expected to promote and facilitate a strong safety culture through collaboration amongst department-wide staff and interact will all employees to understand job functions, receive feedback, and guide them through solution-based activities to address safety concerns. This position also requires strong leadership qualities to promote and recommend safety policies to executive management and coordinate assigned activities with other departments, programs, and outside agencies.
Duties and responsibilities may include, but are not limited to:
- Coordinate and implement departmental safety programs by developing training resources, implementing training, developing safety inspection programs, and/or performing ergonomic evaluations
- Conduct risk assessments and provide recommendations relative to the assessments
- Provide consultations related to safety practices, corrective actions, or other preventative initiatives consistent with OSHA standards and Department policies
- Gather and analyze data to identify injury and accident trends to help direct programs and practices to mitigate those risks, and creating meaningful metrics to help monitor effectiveness and progress towards established goals
- Utilizes OC Safety to develop original reports, presentations, and/or other documents
DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES The ideal candidate will have a minimum of three (3) years of experience relating to occupational safety for general and/or construction industries.
A Bachelor’s degree in occupational health, safety engineering, insurance/risk management, business administration, or related field may substitute for one (1) year of the required experience.
A Master’s degree or higher in occupational health, safety engineering, insurance/risk management, business administration, or related field may substitute for two (2) years of the required experience.
In addition, the ideal candidate will possess knowledge and experience in the following core competencies:
Technical Knowledge & Experience- Knowledge of the US Department of Labor's Occupational Safety and Health Act (OSHA) regulations, Title 8 of the California Code of Regulations (CCR) , security procedures, compliance standards, and any other local and state regulations
- Experience leading a broad range of occupational and safety programs for general and/or construction industries, safety best practices and implementing and sustaining safety management systems
- Ability to develop and present effective safety training programs using Word, Access, Excel, PowerPoint, and/or other database systems
Leadership & Management Skills- Possess leadership skills to direct and ensure delivery of efficient high-quality services
- Building effective working relationships inside and outside the organization , demonstrating a collaborative and inclusive approach to leadership
- Demonstrate ability and commitment to mentor and guide employees to meet goals and objectives while identifying and cultivating their talents
Strategic Planning l Analytical Skills- Gathering, analyzing, and applying information skillfully
- Knowledge and experience in identifying problems, solving them, acting decisively and showing good judgement
- Exhibit innovation and creativity to identify and resolve problems as they occur
Communication Skills- Ability to communicate professionally with a wide range of stakeholders, including executive management
- Write clear and concise, composing informative memos, emails, letters, reports and other documents
- Ability to facilitate inter-agency process improvement initiatives and development of work relationships across County agencies
