Salary Range: $4,619-$6,928/month

Responsibilities
The REACH KC program is a new pre-arrest diversion initiative. Pre-arrest diversion programs offer eligible adults the opportunity to avoid a formal criminal arrest record and its associated negative consequences. These programs divert individuals with low-level offenses away from the criminal justice system, connecting them instead to wraparound services.
- Oversees all operations of the REACH KC program, including project planning, financial administration/management, grant management, personnel management, office operations, service coordination and data reporting.
- Communicates regularly with program stakeholders to ensure efficient program operation and effective service delivery.
- Supervises a team of eight to ten REACH KC employees.
- Helps to maintain adequate coverage and client service delivery.
- Forms meaningful relationships with program stakeholders.
- Navigates disagreement between partners and must be familiar with basic principles of program management.
- Conducts program assessments of services as requested.
- Coordinates contracted services for mental health, substance abuse, homelessness, and other non-emergency needs.
- Devises strategies to improve quality of life in blighted areas of the city.
- Works with confidential information and data that is needed to carry out responsibilities adhering to strict program, local, state, and federal confidentiality policies
- Devises and implements statistical and accounting systems for professional audit purposes.
- Delivers speeches and assists in writing reports and articles to stimulate interest in the REACH KC program.
- Disseminates information to the community regarding the REACH KC program.
- Assists in neighborhood canvassing, personal visits, social service agency outreach, house meetings and phoning.
- Maintains various records and prepares reports as necessary.
- Collects and maintains documentation of all contacts and progress with participants, patients and visitors.
- Maintains and monitors case data on program participants.
- Acts as a liaison between the community and the Health Department, collaborating with the Mayor's office, City Manager's office, KCPD, KCFD, and various community groups.
- Supports law enforcement in reducing non-emergency deployments.
- Schedules, organizes, attends, facilitates, and represents the Kansas City Health Department at meetings or functions within the greater Kansas City area.
- Performs related duties as required.
Qualifications
REQUIRES an accredited Bachelor's degree and four (4) years of experience in private, public, or community healthcare, community sanitation, health inspections, health education, data analysis, or related healthcare fields.; OR an accredited Master's degree in Public Health and two (2) years of experience in private, public, or community healthcare, community sanitation, health inspections, health education, data analysis, or related healthcare fields.; OR a High School Diploma and eight (8) years of experience in private, public, or community healthcare, community sanitation, health inspections, health education, data analysis, or related healthcare fields. Must pass a preemployment drug screen and post offer physical examination as prescribed by the City.

Positions requiring a high school diploma/GED certificate must be obtained from a school/program accredited by the Department of Education and recognized by the U.S. Secretary of Education.
The minimum education requirement for positions that allow for experience equivalency for an accredited degree is a high school diploma. Unless otherwise specified, an accredited degree must be obtained from a college or university listed with the U.S. Department of Education and recognized by the U.S. Secretary of Education.
For positions with a salary grade of EX6 or higher that require an accredited degree, qualifying professional experience must be obtained AFTER the accredited degree is obtained.
Successful completion of a pre-employment criminal history/background check is required for all positions. Some positions require a post offer drug screen and/or physical.
If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
