    Summary

    ABOUT THE SHERIFF’S OFFICE:
    The Deschutes County Sheriff’s Office is a full-service agency that oversees the adult jail, provides patrol, criminal investigations, civil process and search and rescue operations. Special units include SWAT, Marine Patrol, ATV Patrol, Forest Patrol, along with five K9 teams. Founded in 1916 and today led by your duly elected Sheriff L. Shane Nelson, the Deschutes County Sheriff’s Office serves over 200,000 residents in Deschutes County.

    ABOUT THE JOB:
    This position is an administrative position, which requires the application of management and organization principals and specialized knowledge in the area of law enforcement methods, systems and procedures, sometimes in stressful situations.

    Key Responsibilities:
    • Planning, organizing and directing the efficient operation and activities of the patrol division within the Sheriff's Office, as designated by the Division Captain and/or Sheriff. Monitoring, inspecting, and being accountable for the appearance, morale, public image, and performance of subordinates.
    • Required to interpret and apply extensive knowledge of federal, state, and local laws and regulations, by established policies, procedures and statues, which apply to situations involving the numerous aspects of law enforcement policy
    • Mentoring, training, professional development, and supervision of highly trained professionals in the field of law enforcement and is responsible for ensuring that all agency activities are performed efficiently.
    • Monitoring and adherence to Sheriff's Office policies and procedures, taking disciplinary action as necessary and reviewing and investigating personnel complaints.
    • Providing assistance to the Sheriff in the development, implementation and management of programs and procedures in an effort to accomplish office goals and policies.
    • Providing technical and professional advice to staff members and to other departments and municipalities as appropriate
    • Be able to physically perform the duties of a Deputy Sheriff. Perform other related duties as assigned.
    What You Will Bring:
    Knowledge of or experience with:
    • All phases of police work, including principles and practices of modern crime prevention investigation, criminal identification, apprehension, rules of evidence, traffic control and safety, care and custody of prisoners, record keeping and law enforcement administration.
    • Constitutional and statutory laws governing law enforcement, the geography of the county and the location of private and public commerce activities.
    • Proficiency in record and case management.
    • Review a multitude of information related to criminal incident, identify the key elements, and develop a case, which can be successfully prosecuted.
    • Use good judgment and make decisions in stressful situations, and to analyze and adapt to new situations quickly.
    • Plan, organize and work independently.
    • Operate assigned firearms and equipment skillfully, safely and in conformance with applicable laws and regulations.
    • Physical strength and agility sufficient to perform the work of the classification.
    Skill to:
    • Supervise all activities within the assigned division.
    • Analyze complex law enforcement problems, including statistical analysis of trends and crime-related information.
    • Exercise sound judgment when acting in emergency situations.
    • Assume the duties and responsibilities of other administrative members in their absence (Captain, Undersheriff, and Sheriff as assigned).
    • Operate firearms, cameras, automotive and radio equipment.
    • Evaluate assigned employees on job performance and review all personnel performance evaluations from assigned division.
    • Prepare information suitable for court cases and ability to render credible testimony in court of law.
    • Practice modern police methods and techniques in the prevention, investigation and suppression of criminal activities.
    • Identification and preservation of physical evidence.
    • Assist in developing and implementing policy and procedures.
    • Understand rights of suspects and defendants.
    • Establish and maintain positive working relationships with other county officials, state and federal officials, social agencies and community members in an effort to meet the goals and objectives of the Sheriff's Office.
    • Understand and carry out verbal and written instructions.
    • Requires the ability to perform in areas of all divisions/units within the Sheriff's Office and supervise the assigned division/unit.
    • Ability to prepare and submit comprehensive reports for assigned areas of responsibility for the purposes of division budgeting and management.

    HIRING PROCESS PHASES:
    The Deschutes County Sheriff's Office selection process for this classification includes the following components:
    1. Application submission to Deschutes County.
    2. Application pre-screening review and selection by Deschutes County.
    3. Criminal Background Check.
    4. Applicants who pass the prescreen will be invited to participate in the testing process.
    5. Interview(s).
    6. Statement of Personal History Background Investigation.
    7. Passing Fitness Evaluation.
    8. Sheriff/Captain Interview.
    9. Conditional Job Offer.
    10. Medical Evaluation / Psychological Evaluation.
    11. Formal Job Offer.

    Application Selection Process:
    Candidates are required to meet certain standards to be considered for hire by the Deschutes County Sheriff's Office including the ability to maintain physical and mental capabilities to complete required job tasks.

    The selection process includes a thorough examination of the application form attachments, and supplemental responses. The application review will be used to assess each candidate's ability to follow instructions and give complete and consistent information in written form . Upon completion of each hiring process phase above (5-11), applicants will be notified of their status via email.

    Compensation

    $10,047.14 - $13,464.15 for 173.33 hours/month assignment.
    $10,580.42 - $14,178.80 for 182.53 hours/month assignment.

    Monthly salary is dependent upon any combination of 8, 10, or 12 hour shifts; Flexibility with scheduling is based on assignment and the operational needs of the Sheriff’s Office.

    Additional compensation upon hire date:
    • 3% Wellness pay.
    • 50 hours Compensatory Bank.
    Patrol shifts are currently 12 hours, four days a week (2-days, 2-nights), followed by four days off. Shift assignments are determined by the Sheriff or his designee based on operational needs of the Sheriff's Office. Must be willing to work 12 hour rotating shift assignments, including nights, weekends, and holidays. Excellent County benefit package when eligible.

    Minimum Qualifications

    Must possess two years of experience in a law enforcement supervisory position. Must hold a Supervisory Certificate from the Department of Public Safety Standards and Training (DPSST) or the ability to obtain a Supervisor Certificate and a Management Certificate within (2) two years of hire/appointment date.

    Preference will be given for:
    • Detectives experience.
    • Oregon DPSST Supervisory Certification.
    • Oregon DPSST Management Certification.


    Necessary Special Requirements

    Driving is a requirement for this position. Possession of or ability to obtain a valid Oregon driver's license within 30 days of hire date. The employment offer will be contingent upon presentation of an acceptable and verifiable driver's license, pre-employment screening for criminal history, driving history, and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment). This screening must be completed with satisfactory findings in order for a formal offer of employment to be extended.

    A successful candidate will complete a full background investigation prior to receiving a conditional job offer. The psychological and medical evaluations will require completion after the conditional job offer.

    Must pass a pre-qualifying driving record review and criminal history background.
    • A current driver's license and the state of origin are required. Candidates who wish to be considered for this position must include an accurate driver's license number and state of origin on their application under the Personal Information section.
    Background Investigation.
    • A successful candidate will complete a full background investigation prior to receiving a conditional job offer. The psychological and medical evaluations will require completion after the conditional job offer.
