open eligible list that will be used to fill current and future Fiscal Administrator (Accounting/Auditing) positions with Auditor-Controller. The eligible list established may also be used to fill position in similar and/or lower classifications throughout the County of Orange.

THE OPPORTUNITY The Auditor-Controller is seeking experienced, innovative, and results oriented accounting/auditing professionals to join its team. The Fiscal Administrator has accounting, auditing and fiscal management duties and responsibilities in various administrative staff functions, including but not limited to the following: Cost Accounting, Mandated Cost/Grants/All Funds Audit, Departmental/Agency Accounting, Disbursement Accounting and Claims, General Accounting, Program Support, Revenue and Budget, Accounting Information Systems Functional Support, and Trust Fund and Fiduciary Accounting. The position may supervise and lead a team of accounting professionals within satellite accounting operations or central accounting operations. This position performs advanced journey-level analysis in fiscal program administration. Fiscal Administrators may supervise multiple staff engaged in non-management work, provide training and work review for same level management staff, or supervise management level staff.
DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES: The ideal candidate will possess either:
One (1) year experience as a Fiscal Analyst or its equivalent with the County of Orange.
Or
Having graduated with a bachelor's degree in any field to have included twenty-four (24) semester or equivalent quarter units in elementary, intermediate, and advanced accounting, auditing, cost accounting, and governmental accounting courses AND four (4) years of professional accounting and/or auditing experience.
A Master’s degree in accounting, finance, business administration, or related field may substitute for two (2) years of the required experience.
Applicable professional experience/training includes performing duties such as developing financial forecasts and statements, preparing managerial and analytical accounting reports, preparing cost studies, analyzing variances and complex statistical data, developing and flow charting procedures, posting journal entries, auditing accounts, records and subsidiary ledgers, and determining account classifications.
In addition, the ideal candidate will possess extensive experience and/or knowledge in the following:
Technical Knowledge | Technical Experience - A Valid Certified Public Accountant (CPA) license is highly desired but not required.
- Knowledge of accounting and auditing principles and terminology as they apply to the governmental accounting cycle, accounting records, classification of accounts, cost accounting, fund accounting, budget process, appropriation and encumbrance control, accounting for inventory, preparation of financial statements and bank reconciliations.
- Accounting and auditing techniques including application to controlling subsidiary accounts, reconciliation of accounts, financial internal controls, accruals, deferrals and estimated items, sales and collection transactions, the closing process, receivables, payables, correction of errors, and/or compliance audits.
- Preparing and presenting complex reports in an appropriate format to various levels of staff including management and executives.
- Experience with the use of accounting or auditing related applications, software, and/or systems such as MS Excel, MS Word, CAPS+ Finance and Purchasing System, CAPS+ HR and Payroll System, ERMI, CAPS+ Data Warehouse, ARA and ACL.
- Experience with processes, methods, and techniques related to accounting or audit procedures and practices.
- Financial auditing standards and procedures, including audit work paper techniques may be required for some assignments.
Problem Solving and Analysis - Assessing and analyzing complex and challenging issues associated with changes to accounting or auditing practices and communicate information and actions needed in a timely and responsive manner.
- Ability to independently conduct research and accurately interpret relevant data to formulate recommendations for modifying program policies, procedures, and requirements.
- Working in a fast-paced environment, to multi-task, while handling and prioritizing multiple projects and to meet deadlines with accurate and complete work product.
- Analyzing and supporting planning efforts for identifying future resource needs and business process improvements.
- Understanding of policies, rules, and regulations regarding County procedures.
- Thorough understanding of internal controls and risk management.
