As an Environmental Program Assistant or Analyst in the St. Louis Regional Office’s Stormwater and Compliance Assistance Unit, you will be supporting efforts to keep Missouri Waters Clean by making permitting decisions, conducting investigations, and providing technical assistance.
- Review applications for obtaining, modifying, or terminating Missouri State Operating Permits authorizing the discharge of stormwater and industrial process wastewater to waters of the state of Missouri.
- Assist permittees with completing and submitting permit application paperwork.
- Refer to Missouri Clean Water Law and Clean Water Commission Regulations for decisions.
- Review draft Missouri State Operating Permits and contribute new permit language.
- Provide guidance to permittees and coworkers on regulatory compliance.
- Participate in team discussions on internal process improvements.
- Take concern information from the public and investigate concerns related to wastewater and stormwater issues.
- Complete concern investigation reports, relay information back to concerned parties, and follow up as required.
- Assist with St. Louis Regional Office Water Pollution Control compliance tracking efforts.
- Work collaboratively with other units and programs including, but not limited to Engineering and Permitting, Drinking Water, Solid Waste, Hazardous Waste, Air Pollution, and Scrap Tire Management.
- Other duties as assigned, including conducting compliance inspections, and investigating environmental emergencies in the field such as sanitary sewer overflows and fish kills.
This position may be required to obtain and maintain a Missouri Wastewater Treatment certification. If required and if you do not currently possess this certification, you will be given six months to obtain necessary certification.

- Compliance : Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
- Environmental Science: Knowledge of the concepts, principles, theories, and methods to protect and improve the quality of the environment and its resources; and to monitor, control, abate, and prevent pollutants.
- Oral and Written Communication : Expresses information (for example, ideas or facts) to individuals or groups effectively, consider the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately.
- Attention to Detail: Is thorough when performing work and conscientious about attending to detail.
Equivalent to those typically gained by:
- A bachelor’s degree and 0-4 years of relevant experience
- Preferred degree program would include the following: any scientific field including but not limited to Environmental Science or Technology, Chemistry, Biology, Physical Science, Geology, Forestry, Soil Science or Conservation, or Natural Resource Management.
