    The Office of Homeless Services (OHS) is recruiting for a Business Systems Analyst II (BSA II) . Under direction, BSA IIs identify, analyze, test, and document business requirements for information technology projects and business application needs within the department. The BSA II plays a key role in developing and managing custom reports, data visualizations, and system configurations for the department’s Homeless Management Information System (HMIS), Power BI dashboards, and related Housing and Urban Development (HUD) reporting. Incumbents provide moderately complex to complex business systems analysis services, lead medium to large IT projects, and contribute to the design, implementation, and optimization of business processes and information systems.

    Duties may include, but are not limited to, the following:

    • Business Requirements Analysis & Reporting: Identifies, gathers, analyzes, and documents business requirements for business applications and IT projects related to the department’s HMIS system, HUD reporting, and data visualization initiatives. Develops and implements custom data reports, dashboards, and business intelligence solutions using Power BI, ensuring they meet both internal and external reporting requirements (e.g., PIT, HIC, LSA, SAGE, HDIS).
    • System Configuration & Customization: Configures and maintains the HMIS system to ensure it supports business requirements and aligns with HUD standards. Collaborates with IT teams to ensure successful integration with other departmental systems and external data sources. Develops security protocols and data access policies to maintain the integrity and confidentiality of HMIS data.
    • Testing & Documentation: Tests business applications and systems, documenting defects, and working with the IT team to resolve any issues. Develops, maintains, and revises training materials and user documentation for the HMIS system and associated tools, ensuring end-users understand functionality and best practices.
    • Data Analysis & Reporting: Analyzes data from the HMIS system, creates custom reports, and displays data insights through Power BI dashboards. Presents data findings to department leadership, external stakeholders, and the community. Ensures that all reports meet HUD's compliance and reporting standards (e.g., PIT count, Housing Inventory Count (HIC), SAGE, and LSA).
    • Project Management & Leadership: Leads medium to large IT projects related to business application development and HMIS enhancements. Defines project priorities, develops project plans and schedules, and ensures timely delivery of business solutions. Leads cross-functional teams in the implementation of IT projects, ensuring alignment with department and organizational goals.
    • Training & Knowledge Sharing: Provides training to internal teams and external stakeholders on the use of the HMIS system, Power BI reports, and associated business applications. Develops training documentation, including manuals and FAQs, to support end-users in navigating the HMIS system and interpreting data reports.
    • Workflow & Process Optimization: Performs workflow analysis to identify areas where business processes can be improved or automated through IT solutions. Recommends process improvements and works with stakeholders to implement new systems, tools, or methodologies to improve data quality, reporting accuracy, and system efficiency.
    • Security & Access Management: Develops and implements security and access policies for the HMIS system, ensuring that data privacy and compliance standards are met. Assists in administering user profiles and access permissions based on role-specific needs and organizational policies.
    • Stakeholder Communication: Serves as the primary point of contact for departmental customers, external vendors, and agencies on system interfaces, project progress, and reporting needs. Presents at monthly HMIS town hall meetings, communicating updates, system enhancements, and performance metrics to the community.
    • System Troubleshooting & Issue Resolution: Identifies and resolves system issues related to the HMIS system, reporting processes, or data discrepancies. Works closely with the IT department to troubleshoot and recommend fixes for technical problems impacting the functionality of business applications.
    • Cost Analysis & Project Support: Assists in the development of cost estimates, cost-benefit analysis, and project justifications for new system implementations or upgrades. Provides support in the preparation of funding requests and approval processes for projects related to business systems.
    • Supervision & Mentoring: Provides guidance and mentorship to HMIS staff, supporting their professional growth and development. Assists with reviewing team performance, ensuring compliance with customer requirements, and promoting best practices for system implementation and analysis.

    CONDITIONS OF EMPLOYMENT

    Pre-Employment Process: Prior to appointment, applicants must successfully pass a background check, including fingerprinting, verification of employment history, and physical exam/drug test.

    Travel: Travel throughout the County may be required. Employees will be required to make provision for transportation. A valid California Class C driver license and proof of automobile liability insurance must be produced and maintained for the individual providing the transportation.

    Minimum Requirements

    Experience: Three (3) years of full-time experience in business analysis, IT system configuration, or data reporting with a primary emphasis on HMIS systems and HUD reporting.
    • Experience with Power BI, including the ability to create dashboards, reports, and workspaces.
    • Proven experience with backend programming languages (e.g., Python, SQL) to support system setup, integration, and automation.

    Desired Qualifications

    Experience:
    • Experience with specific HMIS platforms (e.g., Clarity, Clientrack, or similar systems).
    • Familiarity with advanced analytics tools or machine learning applications in a business systems context.
    Knowledge:
    • Strong understanding of HUD homelessness programs and compliance reporting, including LSA, PIT, HIC, SAGE, and HDIS.
    • Knowledge of data security and privacy standards, particularly in the context of HMIS systems.
    • Experience with system configuration, testing, and troubleshooting.
    Skills:
    • Strong analytical and problem-solving skills, with the ability to analyze complex data and translate it into actionable business insights.
    • Excellent written and verbal communication skills for creating documentation, training materials, and presenting findings to stakeholders.
    • Ability to lead and coordinate cross-functional teams on medium to large IT projects.
