Effective the start of the pay period that includes April 1, 2025, employees will receive a four percent (4.0%) across the board pay range increase. This position is FLSA exempt, non-represented, and serves in an "at will" capacity. Salary and benefits are established by City Council Resolution for classifications designated as Executive, Mid-Management, Confidential/Exempt.
Under general supervision, leads or assists in the preparation, review, implementation and ongoing analysis of the City operating and Capital Improvement budgets. Performs a variety of complex and professional duties in support of City-wide budget development.
Functions as the budget liaison between the Finance Department, City Management, and operating departments; and performs a variety of professional tasks relative to this assigned area of responsibility. Monitors City revenue sources and identifies and develops new revenue opportunities. Employees within this class perform a full range of analytical duties as assigned.
EXAMPLES OF ESSENTIAL FUNCTIONS The following examples are intended to describe the general nature and type of work performed by an incumbent. Depending on assignment, duties may include but are not limited to the following:
- Prepares and submits the GFOA Distinguished Budget Presentation and the CSMFO Operating Budget Excellence award applications by the required deadline.
- Monitors the budget of City departments and assists departments in budget implementation and budget change requests.
- Reviews organizational performance data for reports; assists other City staff in the preparation of staff reports having fiscal and/or budgetary impacts.
- Reviews Agenda Memos for fiscal impact, works with departments to clarify the fiscal impact section, and processes approved budget adjustments.
- Prepares budget resolutions and provides assistance during review of budget materials and information.
- Coordinates distribution of budgets and related material.
- Responds to a variety of inquiries regarding budget procedures and informational needs from a variety of sources.
- Utilizes statistical analysis to develop and monitor City revenue forecasts and expenditure projections, and assist departments with their individual forecasts/projections.
- Researches and identifies revenue opportunities, and develops goals, plans and procedures for new revenue programs.
- Monitors approved budget allocations and prepares periodic reports and recommendations for budget adjustments as necessary.
- Provides staff assistance to the Budget Subcommittee.
- Assists in the development and implementation of department goals, objectives, policies and procedures; assist in budget preparation, analysis, and administration.
- Works independently and as part of a team on department program, projects, and activities and may conduct public presentations.
- Assists in the preparation of City Council agenda items, a wide variety of reports, manuals, publications, and grant applications.
- Oversees the budget process by leading the management of the City's budgeting software, including coordination with all departments to ensure effective use in developing the annual operating budget and budget book; serves as the liaison with the budget software vendor and internal stakeholders.
- Conducts training sessions or workshops for departments on budget preparation, use of budgeting software, and performance measurement.
- Responsible for overseeing the budget calendar to ensure all tasks are completed and milestones achieved on schedule.
- Manages and updates the City's Cost Allocation and User Fee Schedule.
- Performs other related duties as assigned.
QUALIFICATIONS Any combination of education, training, and experience that would likely provide the knowledge, skills, and abilities to successfully perform in the position is qualifying. A typical combination includes:
Education: A Bachelor's degree from an accredited college or university in Public or Business Administration, Finance, Economics, Accounting, or related field. A Master's degree is preferred.
Experience: Three full-time years of progressively responsible municipal government or directly related consulting experience dealing with budget and / or revenue development, monitoring and implementation.
Knowledge of: Budget concepts and methods, and hands-on experience in preparing and monitoring an annual budget. Candidates must possess knowledge of budget development, monitoring, and reporting principles and practices; financial analysis and modeling methods and tools; principles and practices of revenue forecasting; automated financial systems; principles and practices of public administration; finance, organization and operation of municipal government.
Ability to: Effectively plan and organize work; comprehend problems and recommend solutions; initiate supervisor and staff recommendations; perform with minimum supervision; independently develop and implement analytical studies; operate a personal computer
using Microsoft applications such as Word, Excel, and Power Point; develop and implement analytical studies; develop detailed and comprehensive written reports; communicate effectively in English both orally and in writing; work well under pressure and meet deadlines; make public presentations; supervise and evaluate the performance of assigned staff; and, maintain effective and cooperative working relationships with those encountered in the performance of duties.
License: Due to the performance of field duties which may require operation of a City vehicle, a valid California Driver's License and an acceptable driving record at the time of appointment and throughout employment may be required.
California Department of Motor Vehicle (DMV) Pull Notice System: An incumbent appointed to this position is subject to enrollment in the California DMV Pull Notice Program. The Pull Notice program provides information on the incumbent's driving record and Driver's License status on a periodic basis to the City of Downey. An employee assigned a City vehicle must acknowledge receipt and understanding of City Administrative Regulations covering the use of City vehicles.
ADDITIONAL INFORMATION PHYSICAL TASKS AND ABILITIES/ENVIRONMENTAL CONDITIONSThe duties and responsibilities of this position are performed in an office environment and involve sitting, standing, and walking for prolonged or intermittent periods of time, and include reaching, bending, and twisting at the waist to perform desk work and operate general office equipment including a personal computer with keyboard for prolonged or intermittent periods of time. The operation of a personal computer requires finger and wrist dexterity and the ability to withstand exposure to vibration, pitch and glare from the computer.
