    The Position

    The City of Riverside is accepting applications for the position of PERMIT TECHNICIAN or SENIOR PERMIT TECHNICIAN to fill two (2) vacancy in the Building and Safety Division of the Community and Economic Development Department. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.

    Permit Technician $24.92 - $33.39 hourly, $4,320 - $5,789 monthly

    Under supervision, the Permit Technician is to perform journey level administrative, clerical, and technical work which involves the processing of routine permit applications and plans, calculating fees, issuing permits, and reviewing minor construction, building or utility plans for City standards and code compliance and completeness; to provide efficient and courteous customer service at the public counter, over the phone, and online through the public permit portal; and to perform related duties as assigned.

    Senior Permit Technician $30.28 - $38.65 hourly, $5,249 - $6,700 monthly
    A Senior Permit Technician is to organize, oversee, assign, and review the work of staff engaged in permitting and other administrative duties associated with development services and the permit counter operation; to perform complex technical duties requiring specialized knowledge; and to provide highly responsible technical support to assigned supervisor. Performs advanced level administrative, clerical, and technical work which involves the processing of routine permit applications and plans, calculating fees, issuing permits, and reviewing minor construction, building or utility plans for City standards and code compliance and completeness; to provide efficient and courteous customer service at the public counter, over the phone, and online through the public permit portal; and to perform related duties as assigned.

    The Senior Permit Technician is the advanced journey level classification in the Permit Technician series. This position works with minimal supervision and requires the exercise of independent judgement. Incumbents are expected to have full knowledge of permit tracking software and of City procedures related to permit tracking, plan routing and calculating fees. Incumbent shall demonstrate advanced, well-developed office skills and technical ability, to perform the day-to-day responsibilities of providing information to contractors, design professionals, and the public. Employees under this classification perform the most difficult and responsible types of duties assigned to classes within this series, including performing the functional coordination of the permitting process and providing technical and functional lead over assigned staff. This class is distinguished from the Permit Technician in that the incumbent acts in a lead capacity and handles the most advanced and complex assignments in coordinating the duties of the permit counter.

    Work Performed

    Permit Technician duties may include, but are not necessarily limited to, the following:
    • Interpret and explain pertinent codes and standards along with other departmental policies and procedures related to permit issuance, plan check, and inspection processes to construction contractors, architects, builders, property owners, and the public.
    • Review routine construction plans for various construction or building projects to determine compliance with pertinent building, construction, grading, utility, or public safety regulations as defined in state and local codes and standards and indicate needed changes or modifications.
    • Perform estimates of fees for construction projects, compute, and process fees.
    • Issue building, construction or grading related permits.
    • Receive and schedule requests for inspections.
    • Coordinate and direct the work of specialized clerical support staff when assigned.
    • Coordinate with other City departments, divisions, and outside regulatory agencies.
    • Assist in maintaining computerized data base and produce statistical and other. required reports.
    • Prepare and maintain records.
    • Prepare paper and electronic plans and supporting documents for permit issuance.
    • Supervise permit counter in the absence of immediate supervisor, as required.


    Senior Permit Technician duties may include, but are not necessarily limited to, the following:
    • Oversee, coordinate, plan, prioritize, and review the work of assigned staff to a variety of permitting and/or clerical activities.
    • Develop schedules and methods to accomplish assignments ensuring work is completed in a timely and efficient manner.
    • Participate in evaluating the activities of staff, recommending improvements and modifications. Provide and coordinate staff training; work with employees to correct deficiencies.
    • Perform the full range of duties related to the review, processing, and issuance of permit applications.
    • Assist with the coordination of plan review, monitor and coordinate project submittals to ensure timely responses.
    • Respond to Public Records Requests and related requests.
    • Perform routine, simple, over the counter plan check as assigned for compliance with established criteria; serve as the permit coordinator.
    • Utilize fee schedules and designated calculations such as square footage to determine values; calculate and assess preliminary and final fees; collect, record, and balances permit related monetary transactions.
    • Perform extensive, responsible, and complex computerized data entry, data organizations and record access.
    • Provide information and instruction regarding permitting processes and common code issues.
    • Participate in the administration of assigned activities that impact the permitting process; recommend and participate in the implementation of policies and procedures.
    • Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
    • Assist in maintaining computerized data base and produce statistical and other required reports.
    • Prepare and maintain records.
    • Prepare paper and electronic plans and supporting documents for permit issuance.
    • Perform other duties as assigned.


    Qualifications

    Recruitment Guidelines:
    Permit Technician:
    Education: High school graduation or satisfactory equivalent (GED).

    Experience: One year of experience in processing construction, utility or building related permit applications for a public sector agency, and/or reviewing minor construction or building plans for pertinent code or engineering standards compliance and completeness, or similar administrative or technical experience that demonstrates competency to perform duties as assigned.

    Certification: Possession of an International Code Council (ICC) Permit Technician Certificate or ability to obtain certification within 12 months of employment.

    Senior Permit Technician:
    Education: High school graduation or satisfactory equivalent (GED) supplemented by college-level courses in construction or building technology, blueprint reading and drafting, plan check, inspection, or a closely related field.

    Experience: Three years of experience in processing permit applications for a public sector agency, and/or reviewing minor construction or building plans for pertinent code or engineering standards compliance and completeness, or similar administrative or technical experience that demonstrates competency to perform duties as assigned.

    Certification: Possession of an International Code Council (ICC) Permit Technician Certificate.

    The City offers an attractive benefits package, the central provisions of which are as follows:
    • Retirement for Classic Members -For employees hired after 1/1/2013 who are CLASSIC MEMBERS of California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2.7 % @ age 55; 3 year final compensation.The required employee contribution is 8%. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
    • Retirement for New Members - For employees hired 1/1/2013 or later and who ARE NOT a member of the California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% at age 62; 3 year final compensation.The required employee contribution is 50% of the normal cost and is subject to change per CalPERS every fiscal year. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
    • Health Insurance - The City offerssix health insurance plans and contributes up to $1,469 per month for employee and dependent coverage.
    • Dental Insurance - The City provides three dental insurance plans and contributes up to $45 per month.
    • Vision Insurance - The City provides vision coverage through Vision Service Plan (VSP) for employees and their dependents that are enrolled in medical coverage.
    • Life Insurance - The City provides and pays for term life insuranceequal to $100,000. Additional Life Insurance is available and voluntary for employee and eligible dependents (up to $300k).
    • Deferred Compensation - The City contributes $25 a month with a minimum employee contribution of $12.50 per check. Participation in the deferred compensation plan is optional.
    • Leave Benefits - Includes vacation leave, sick leave, bereavement leave, and holiday benefits.
    • Flexible Spending Account - The City offers a Health Care and Dependent Care Flexible Spending Plan for optional participation.
    • State Disability Insurance - Automatic coverage administered by the Employee Development Department (EDD) of the State of California
    • Vacation Accrual - 0-4 yrs. = 80hrs, 5-9 yrs. = 120hrs, 10+ yrs. = 160 hrs.
