    Description

    Performs a variety of moderately complex duties involved in coordinating and implementing the County’s employee benefit programs. Coordinates Family Medical Leave Act (FMLA) program and ensures compliance with applicable laws, policies and procedures. Provides assistance to BOCC employees and other constitutional office employees regarding employee benefits to include workers compensation. Assists in ensuring compliance with applicable Local, State & Federal Laws and Regulations.

    Examples of Duties

    • Coordinates and implements the County’s benefits program, to include health, life, dental, vision, Long Term Disability (LTD), workers compensation and ancillary insurances, to include employees and retirees of the BOCC and applicable Constitutional Offices.
    • Uses benefits online enrollment program to process insurance changes and enrollments, to include the coordination of changes with the appropriate benefit provider and HR staff, to include any changes derived from inaccuracies on the monthly benefit statements.
    • Ensures the maintenance of employee benefits records through online data terminal/workstation computer input and insurance files.
    • Coordinates the Consolidated Omnibus Budget Reconciliation Act (COBRA) employer mandates for continuation of group insurance for eligible employees, spouses and dependents.
    • Maintains the Insurance Allocated worksheets, benefits enrollment software, and the Federal Motor Carrier Safety Administration (FMCSA) Clearinghouse website.
    • Receives, reviews and processes new claims for workers compensation, authorizes initial treatment; ensures required drug testing is performed; assigns light duty as appropriate; monitors the status of existing claims.
    • Coordinates medical care and rehabilitation to include interacting with adjusters and carrier to provide and obtain information and clarification; coordinates modified duty assignments, maintains contact with injured workers and their assigned department.
    • Prepares, processes and maintains tracking of FMLA documents including but not limited to Health Certifications, Notices of Eligibility, Designation Notices, return to work documentation, maintaining contact with employee’s assigned department, etc.
    • Provides information and assists employees, applicants and retirees in the areas of health, dental, vision and life insurances, COBRA, LTD and the Employee Assistance Program.
    • Promotes wellness activities to include creating flyers, schedules, emails, etc.
    • Assists in reviewing all accidents and workers compensation claims, broken down by department and/or constitutional office, in an effort to prevent losses to life and property, as directed.
    • Designs and conducts the employee benefits portion of new hire orientations; presents information on the County’s group benefits, Wellness, Workers Compensation, Drug-Free Workplace and Safety Programs. Provides overview of the County’s online benefits enrollment system and ensures timely completion of new hire enrollment. Conducts employee services portion of new hire orientation as needed.
    • Coordinates activities for the Wellness Program including the Annual Employee Wellness Expo and Government Day to include securing locations, vendors and costs.
    • Maintains confidentiality in accordance with all applicable County policies, Federal, State and local laws regulations and ordinances.
    • Assists employees in understanding available benefits. Provides guidance and assistance to Constitutional Officer’s insurance coordinators as needed.
    • Works with employees and insurance providers to resolve billing and other benefits problems.
    • Coordinates and participates in the County’s annual open enrollment for employee benefits, to include assisting with the development of open enrollment informational packages for all employees, retires, and COBRA participates.
    • Assists in benefit renewals for all coverages, to include health, life, dental, vision, LTD, etc.
    • Assists employees in completing online benefit changes as necessitated by midyear qualifying events.
    • Greets and assists office visitors to include the general public and County employees in a professional manner.
    • Answers the telephone; provides information as requested and/or forwards calls to appropriate staff member. Takes messages as needed.
    • Notarizes documents, collects and receipts payments.
    • Ensures proper management and storage of department records to include paper and electronic filing, compliance with records retention requirements and processes.
    • Interacts and communicates with various groups and individuals such as the immediate supervisor, co-workers, other County personnel, vendors, employees of Constitutional Offices, and the general public.
    • Composes, types, prepares, processes, files, copies and/or transmits a variety of documents.
    • Performs a variety of moderately complex administrative duties in support of department activities, which may include but are not limited to scheduling appointments, maintaining calendars, compiling data for reports and/or meetings, establishing and maintaining files, maintaining databases, etc.
    • Operates a variety of equipment, which may include a computer, printer, fax machine, copier, telephone, calculator, mail meter, document scanner, etc.
    • Attends and remains at work regularly and adheres to policies and procedures regarding absenteeism and tardiness. Provides adequate notice to higher management with respect to vacation time and leave requests.
    • Performs related duties as required, including working in other functional areas to equalize peak work periods, cover absences or otherwise to balance the workload.
    • May run errands as needed.

    Typical Qualifications

    Requires an Associates Degree in Risk Management, Management, Public Administration or related field or four (4) years workers compensation insurance and or benefits experience or (6) years clerical responsible or secretarial work experience or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities preferred. Must possess and maintain a State of Florida Notary Public Certification within six (6) months of hire. Must possess a valid State Driver’s License.

    • Knowledge in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position.

    • Knowledge of human resources programs and practices, including insurance enrollment and administration.
    • Skilled in bookkeeping and clerical areas.
    • Skilled in Microsoft Office products, including Word, Excel, PowerPoint, Outlook and other associated software programs and applications.
    • Knowledge of modern office practices and equipment.
    • Knowledge of proper English usage, vocabulary, punctuation and spelling.
    • Knowledge of basic mathematics.
    • Ability to type accurately at a rate sufficient for the successful performance of assigned duties.
    • Ability to operate a vehicle and to operate and maintain a variety of office equipment as necessary in the performance of daily activities; is able to use a computer for word and data processing.
    • Skilled in applying responsible attention to detail as necessary in preparing reports and correspondence.
    • Ability to read and interpret various materials pertaining to the responsibilities of the job.
    • Ability to maintain confidentiality as required.
    • Ability to take the initiative to complete the duties of the position without the need of direct supervision.
    • Ability to use independent judgment in performing routine and non-routine tasks.
    • Ability to plan, organize and prioritize daily assignments and work activities.
