The Office of Administration, Division of General Services provides essential support services to state agencies that include printing, mail services, management of the state fleet, and administration of the legal expense fund and the state employee workers’ compensation program. General Services also maintains responsibility for the statewide in-house recycling program, transfers and/or disposes of state agencies’ surplus, and administers the Federal Surplus Property Program.
- Oversight of the annual state budget process for the division’s $100 million budget.
- Perform tracking for all house bills that contain OA General Services budget items.
- Serve as lead for the division’s annual budget book cycle.
- Complete new decision items (NDI), fund financial summary & supplemental forms.
- Respond to OA, House, Senate, and Governor’s Office questions on OA General Services Budget.
- Perform labor distribution profile (LDPR) review and updates for the division.
- Prepare internal budgets and spending plans for each OA General Services program.
- Manage the monthly expenditure tracking and projections for each OA General Services program, working in collaboration with procurement, fiscal and program managers.
- Perform budget/fund/appropriation analysis and forecasting.
- Ensure division leadership and program managers are kept up to date on all budget related issues.
- Assist division leadership with the planning and coordination of regular OA budget check-in meetings.
- Provide support to fiscal, and procurement sections regarding coding, new appropriated programs/projects information, expense budget lines, and allotments.
- Serve as audit contact.
- Attend budget hearings/meetings as necessary.
- Oversee the Division’s fiscal note responses.
- Perform reconciliation of the division’s core budget.
- Follow OA fiscal policies and procedures and assist in the continuous quality improvement of processes and procedures.
- Answer questions, mentor fiscal staff, and review outputs to ensure accuracy.
- Assist in the development of the division’s internal control plan and make recommendations to division leadership on measures to gain efficiencies.
- Demonstrate regular and reliable attendance.
- Perform other related work as assigned
Minimum Qualifications: - Technical or professional education and/or experience in accounting, business, finance or public administration or closely related area.
- In-depth knowledge of the budget and state finance system, state and federal policies on budgeting and financing, legislative process, and familiarity with SAM II and BRASS preferred.
Preferred Qualifications: - Prefer a person who can be action-oriented, demonstrate superior organizational abilities and excellent communications skills.
- Actively listening to team members at all levels of the organization.
- Ability to work with team members at all levels of the organization and effectively communicate across broad audiences.
- Good understanding of data analysis and an ability to analyze data to gain insights and take appropriate action.
- Training, certification, and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs is preferred.
- Understanding and interaction with Tableau dashboards
