COMMUNITY SERVICES DIVISION The
Health and Human Services Agency’s Community Services Division programs strive to improve the quality of life for residents, and help people meet basic needs to ultimately become self-sufficient. Community Services administers Housing and Homelessness Programs, Public Housing Authority, HEAP & Weatherization programs. Community Services also administers programs for El Dorado County residents 60 years of age and older. The mission is to respectfully serve all persons in a manner that improves the overall quality of life in El Dorado County.
THE OPPORTUNITY The Program Manager for our Housing and Homelessness programs allows you to bring your passion for community improvement to this position and have the opportunity to develop, manage, administer, and represent the County while providing leadership support to the Continuum of Care (CoC) partners. You will have the chance to collaborate with CoC members, Social Services Staff, community partners, and other stakeholders serving vulnerable populations.
The selected candidate will have the opportunity to: - Provide strategic leadership to the Homeless Services and grant funding to achieve the Agency and County's organizational mission, vision, and values.
- Lead the development of policies and procedures specific to the Homeless Programs and ensure appropriate procedures are in place and followed.
- Oversee and coordinate with community partners on the application and distribution of federal, state, and local funds received in order to address and reduce homelessness in the County.
- Coordinate and administer federal and state homeless programs and report their requirements, impacts, and outcomes.
- Participate in the establishment of a County-wide strategy and carry out Homelessness Program planning, in coordination and collaboration with the CoC, community stakeholders, City and County representatives.

THE IDEAL CANDIDATE The ideal candidate for this position will possess experience in a variety of housing and other public service programs, be knowledgeable of community needs surrounding homelessness and have experience assessing community needs to establish solutions to reduce homelessness. In addition, the successful candidate will have experience managing multiple grants with complex budgets, working in contract administration and coordinating with a Continuum of Care to promote community-wide commitment towards the goal of ending homelessness.
MINIMUM QUALIFICATIONS
Human Resources will assess your application to determine if you are minimally qualified using the following minimum qualifications:A combination of the required experience, education, and training that would provide the essential knowledge, skills, and abilities is qualifying; however, education may not solely substitute for the required experience.
Equivalent to a bachelor’s degree from an accredited four-year college or university with major coursework in public administration, business administration, or a field related to the program(s) to which assigned;
AND
Two (2) years of experience providing professional level administrative, financial and management analytical support, or professional level experience in the technical area of the program(s) to which assigned.
Additional Requirements: - Possession of, or ability to obtain, a valid California Driver's License by time of appointment and a satisfactory driving record.
