    • Bachelor's Degree in Engineering, Civil, Hydrologic Agricultural or related field
    • Three years' experience in civil engineering or engineering plan review
    • Or an equivalent combination of education and experience
    • Professional Engineer (PE) License by the Texas Board of Professional Engineers
    Preferred:
    • Master's Degree
    • Texas Driver's License
    • Floodplain Manager Certification

    Position Description:

    Under general supervision, develops, designs, reviews, and executes engineering projects. Responsible for signing and sealing calculations, designs, and reports completed under their direct supervision; verifies compliance with design standards and City codes.
    Manages civil projects (public works, public utilities, traffic, stormwater, and development) through all phases from initial project assignment to completion according to project schedules, budgets, state and federal regulations and City standards.

    Primary Duties:
    • Maintains project files, documents, and records; prepares reports on program activities and performance.
    • Prepares plans, specifications, estimates, special provisions, and funding documents.
    • Conducts various meetings including pre-bid, bid openings, and pre-construction.
    • Reviews engineering designs for in-house, consultant and developer plans.
    • Develops notices, exhibits, and presentations for public meetings.
    • Receives and reviews cut sheets; proposed changes for projects; and submittals for design engineers.
    • Provides technical support for various meetings and workshops including Board of Adjustments; Plan Commission; and weekly Plan Review.
    • Interprets, applies, and explains codes and regulations.
    • Assists with the preconstruction meetings for private development within City right-of-way.
    • Performs other duties assigned in support of Engineering.
    • Position assigned to Public Works - Watershed Protection:
      • Reviews complex development plans and specifications for compliance with code of ordinances for drainage, transportation, floodplain, geotech and/or other areas of design.
      • Reviews abandonment of easements and rights-of-way and encroachment cases for compliance with city code of ordinances.
      • Provide technical support to other City Departments, Public Works and Watershed Protection in areas of expertise.

    Governance and Organization

    Waco is a home rule city with a council-manager form of government. The City Council is comprised of a Mayor, elected at-large, and five City Council members representing single-member districts, all serving two-year terms. The City Council sets the tax rate, approves the budget, appoints members to City boards and commissions, enacts City ordinances, and appoints the City Manager, City Attorney, City Secretary, and the Municipal Court Judge.

    The City has a strong Financial Management Policy that guides the operation and delivery of quality City services, contributes to excellent AA+ and Aa1 bond ratings, and maintains an unassigned fund balance reserve in the General Fund equal to 28% of current year budgeted expenditures. The City of Waco has more than 1,600 employees and a total operating budget of over $400 million.

    The City provides a full range of municipal services including a regional airport, animal services, building inspections, code enforcement, convention and visitors bureau, emergency management, housing and community development, economic development, fire, public health, library, municipal court, parks and recreation, planning, police, public works, Texas Ranger Hall of Fame Museum, utilities and zoo operations.
