    Summary

    Minimum Starting Salary: $45,906 Annually - Depending on Qualifications

    Position Description: Under general direction of the Airport Operations Manager, this position coordinates use of airport facilities in accordance with established policies and procedures. Maintains airport compliance with Federal Aviation Regulations (FAR) Part 139, Transportation Security Regulation (TSR) Part 1542, City of Waco Ordinances, and all other applicable statutes regulations and requirements to ensure the safety and security of all airport users.

    Minimum Qualifications:

    Required:
    • Bachelors Degree in Airport Management, Aviation Management, Airport Operations, or a closely related field at an accredited college or university
      • OR an equivalent combination of education and experience
    • Valid Texas driver's license
    • Must be able to pass TSA Background Screening
    Essential Functions:
    • Performs duties as required by 14 C.F.R. Part 139 and the Airport Certification Manual including wildlife hazard management, Issuing Notices to Air Missions (NOTAMS), work order management, fueling inspections, emergency response, 14 C.F.R. Part 77 airspace, and construction safety/management.
    • Assists with implementing the 49 C.F.R. Part 1542 requirements of the Airport Security Program including: badging, audits, access control/video monitoring, and training.
    • Conducts inspections of Airport Facilities to ensure compliance with 14 C.F.R. Part 139 and 49 C.F.R. Part 1542 requirements.
    • Manages assigned special projects for department programs and functions; researches and compiles a variety of informational material from external and internal sources into narrative and statistical reports for special projects, community issues, and departmental functions.
    • Performs administrative tasks: monitors and reviews accounting, budgets, and expenditures, maintains department files; develops and creates a variety of technical and statistical reports; assures all administrative actions are in compliance with City policy.
    • Exercises initiative and independent judgment in performing administrative duties; applies judgment to resolving problems, analyzing data, and making decisions; tracks department issues and assures the effective communication of operational information.

    Governance and Organization

    Waco is a home rule city with a council-manager form of government. The City Council is comprised of a Mayor, elected at-large, and five City Council members representing single-member districts, all serving two-year terms. The City Council sets the tax rate, approves the budget, appoints members to City boards and commissions, enacts City ordinances, and appoints the City Manager, City Attorney, City Secretary, and the Municipal Court Judge.

    The City has a strong Financial Management Policy that guides the operation and delivery of quality City services, contributes to excellent AA+ and Aa1 bond ratings, and maintains an unassigned fund balance reserve in the General Fund equal to 28% of current year budgeted expenditures. The City of Waco has more than 1,600 employees and a total operating budget of over $400 million.

    The City provides a full range of municipal services including a regional airport, animal services, building inspections, code enforcement, convention and visitors bureau, emergency management, housing and community development, economic development, fire, public health, library, municipal court, parks and recreation, planning, police, public works, Texas Ranger Hall of Fame Museum, utilities and zoo operations.
