OC WASTE & RECYCLING OC Waste & Recycling (OCWR) is an organization dedicated to providing waste management services, protecting the environment, and promoting resource recovery in order to preserve the life of our landfills and ensure a safe and healthy community for current and future generations. OCWR operates three active regional landfills (North, Central, South), four household hazardous waste collection centers, material recovery (metal, mattresses, green waste), three compost facilities, monitors 20 closed landfills, and administers municipal solid waste collection, recycling, and planning for County unincorporated areas. OCWR is a nationally renowned waste management department responsible for a network of sanitary landfills and is committed to its exceptional record of regulatory compliance and excellence.
OCWR Safety Culture Division is responsible for administering agency employee health and safety programs. The division oversees Employee Safety and Training, Heavy Equipment Training, and Standard Operating Procedures (SOP) Playbook and Process Improvement. The Safety Program administers the Agency's Injury and Illness Prevention Program and other Cal/OSHA-mandated programs. Through oversight and coordination with Employee Driven Safety Committees and Departmental Safety Representatives, the Safety Culture Division ensures the well-being of over 250 Waste & Recycling Agency employees. Some of the responsibilities of the Safety Program include:
• Ensuring Agency compliance with Cal/OSHA regulations
• Developing and conducting State mandated pieces of training
• Eliminating workplace hazards through facility inspections and corrective actions
• Maintaining adequate State required documentation for the various components of the program.
• Responding to State audits
• Conducting ergonomic assessments
THE OPPORTUNITY We are seeking a motivated and experienced Staff Development Specialist to join our team. This role is crucial for advancing our training and staff development initiatives, with a strong emphasis on safety and regulatory compliance. This role plays a key part in ensuring staff are well-prepared to maintain a safe and efficient workplace, focusing on safety and regulatory compliance. This position will be responsible for building, implementing, and managing comprehensive staff development programs. A major component will be aligning individuals with appropriate training and mentorship to support their desired career paths and prepare them for future advancement opportunities.
Duties and responsibilities may include but are not limited to:
- Develop, implement, and manage Staff Development programs to ensure successful implementation and alignment with organizational goals
- Align staff with appropriate training and mentoring opportunities
- Monitor and establish metrics and key performance indicators (KPIs) to evaluate the effectiveness of programs and initiatives, while fostering and developing mentor relationships to support ongoing growth and improvement
- Align staff with mentors and potentially conduct tailored training sessions for small and large groups using diverse formats and methods
- Design, develop, evaluate, and coordinate talent development programs tailored to meet organizational needs
- Assist in new employee orientation, affirmative action, cultural awareness training, and other relevant programs for agency staff
- Collaborate with subject matter experts and consultants to plan training content, select appropriate methods and materials, and schedule programs
- Prepare and contribute to the development of training proposals and plans
- Develop special reference materials and training content to address staff training needs in specialized areas
- Updates and maintains records, files, logs, databases, and spreadsheets
- Present and provide group & individual training/mentoring sessions
DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES The ideal candidate will possess at least two (2) years of professional experience managing training and development programs. The ideal candidate will be collaborative, flexible, enthusiastic, and committed to providing exceptional talent development services. The incumbent will have learning and organizational development skills, and competencies to work with all levels of County staff. Experience with GoCanvas and Zavanta applications is desirable but not required.
In addition to the above, the most successful candidates will also demonstrate the following core competencies:
TECHNICAL KNOWLEDGE | TECHNICAL EXPERIENCE- Principles and practices used to conduct training needs analysis and develop, design, deliver, and evaluate staff development programs
- Theory and principles of adult learning
- Methods and techniques of instructional design/educational technology
- Methods and techniques of lecture, presentation, demonstration/simulations, and group facilitation
- Operation and use of equipment used to conduct training programs, such as personal computers, computer accessories and peripherals, and audio-visual equipment
- Computer software programs used to prepare PowerPoint presentations, displays, documents, spreadsheets, databases, or other work products such as MS Office programs; Excel, Word, and PowerPoint.
- Principles and practices pertaining to organization development and human resource development
- General Management System in principle and in practice
- County organization and structure, functions, strategy, and other systems to identify and support training and development goals
COLLABORATION & RELATIONSHIP BUILDING- Work effectively with administrative staff to assess training needs and coordinate program delivery
- Establish strong, collaborative relationships with management, employees, employee representatives, and the public, promoting a respectful and productive work environment
- Provide exceptional service to County employees, external representatives, and the public, addressing their needs promptly and courteously.
PROGRAM MANAGEMENT- Apply theories and principles of adult learning to design and deliver impactful training programs.
- Utilize advanced principles and techniques in instructional technology, needs assessment, data collection, performance observation, task analysis, objectives preparation, media selection, and training evaluation.
- Create and manage staff development programs efficiently and cost-effectively, ensuring alignment with organizational goals.
- Stay updated with the latest methods and trends in staff development to select and implement the most effective instructional materials.
- Skillfully assemble, set up, operate, and disassemble personal computers, peripherals, projectors, audio-visual equipment, and other electronic tools in a safe and effective manner
- Select and employ computerized or automated hardware and software to enhance training delivery and effectiveness
- Use questioning, feedback, and group process techniques adeptly to facilitate productive training sessions.
ORAL & WRITTEN COMMUNICATION - Clearly conveys effective communication and ideas and feedback while actively listening to staff, fostering open dialogue, and guiding team members in identifying strengths and growth areas to achieve their career goals
- Interact with individuals from diverse backgrounds with respect and empathy, managing stressful situations with tact and diplomacy
- Deliver presentations clearly and effectively to groups, engaging audiences and conveying key information
