Missouri Consolidated Health Care Plan (MCHCP), a non-federal governmental health plan, is seeking to fill its executive director position. MCHCP was established under Chapter 103 of the Revised Statutes of Missouri and was created to provide health insurance for state and local governments under the management of the Board of Trustees. The Executive Director is engaged in executive work which focuses on the planning, directing, managing, and coordinating all aspects of the Plan on behalf of the MCHCP Board of Trustees. The Executive Director has responsibility for 64 budgeted full-time-equivalent positions.
As of June 30, 2024, MCHCP covered 89,494 lives. For the current fiscal year (July 1, 2024 - June 30, 2025), MCHCP’s appropriation from the State of Missouri found in House Bill 5 Employee Benefits totals $527,203,040, including internal operating expenses of $10,290,556. Members are projected to contribute $102,466,459 toward their cost of coverage.
The executive in this position directs the overall operations of the health plan and its employees in accordance with federal and state laws and regulations, under broad policy guidance and direction of the Board of Trustees. The person in this position serves as the executive lead over contracts with third party administrators, pharmacy benefit manager, actuarial and consulting, banking and investment, and other contracts. The Executive Director represents the plan in interactions with legislators and other elected officials and represents the plan’s appropriation request through the State of Missouri appropriation process. The Executive Director frequently interacts with agency officials, vendors, other state health plans, potential vendors, and other parties as needed. In addition, the Executive Director is the official records custodian for MCHCP
Candidates should possess a master’s degree from an accredited college or university in one of the following discipline areas - business administration, public health, public administration, economics, political science or other closely related field. Position requires considerable progressively responsible experience in employee benefits, health insurance, or related field. Knowledge of federal and state public health care programs, health care purchasing, the health insurance industry and national health care trends is essential. The ideal candidate will have extensive experience at an executive level with broad responsibilities and professional experience working with appointed/elected board or committee members.
