Positions in this classification have overall responsibility for managing a unit supporting a Countywide human resources function or a human resources unit for a County department, which may include supervision of classification and compensation, recruitment, training, employee and labor relations, and/or employee benefits.
Managers at this level are expected to be proven leaders and strategic thinkers with a well-developed HR skill set and are responsible for a wide variety of activities such as:
- Supervising professional, paraprofessional and support level human resources staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.
- Planning, coordinating and evaluating assigned human resources projects and operations for multiple small programs or a large human resources work unit/program; preparing and administering ongoing daily operations to comply with strategic goals and preferred outcomes; managing program planning and resource deployment; ensuring compliance with applicable regulations, policies, procedures, quality and performance standards.
- Researching, analyzing and developing, and reviewing original reports, materials, presentations, contracts, and other documents; developing and making recommendations to higher-level staff.
- Establishing and maintaining effective working relationships with all levels in the organization including executives, management staff, counsel, employees, and labor organization representatives.
- Applying expert Human Resource knowledge and problem-solving skills in their field of expertise; identifying process improvements and policy or program revisions to address organizational challenges.
The immediate vacancy is with The County Executive Office, Human Resource Services in Employee Benefits. The Human Resources Manager will manage one (1) or more critical programs to support the strategic improvement of the County's benefits programs and administration. As a Program Manager on the Employee Benefits team, the incumbent will be responsible for: - Providing leadership and program management expertise for various Benefit programs and contracts.
- Proactively analyzing, recommending, and implementing strategic program changes to ensure benefits are cost-effective, allow for efficient processes, and represent industry best practices.
- Following and analyzing legislation at the federal, state and local levels to determine the impact to various Benefits programs and work with vendors on the best methods for implementation.
- Working collaboratively with insurance/benefits vendors to ensure the provision of excellent customer service.
- Interpreting, applying, and monitoring compliance with program and contract terms, as well as legislation, to resolve programmatic issues and implement corrective action plans.
- Coordinating the contracting process with internal/external stakeholders and providers to ensure timely contract processing and programmatic implementation. The contracting process may include the following: Requests for Information (RFI), Requests for Proposals (RFP), contract negotiations, and written and/or oral reports to the Orange County Board of Supervisors (ASRs).
- Organizing, leading, and representing Employee Benefits at meetings with executive management, vendors, employees, retirees, and labor representatives.
- Reviewing work of vendors to include reporting on effectiveness as measured by set performance standards and delivery of vendor services.
- Collaborating effectively with labor unions to foster and maintain positive working relationships.
- Preparing a variety of complex written materials, such as memos to the County Board of Supervisors, responses to escalated appeals, and recommendations on procedural changes.
- Representing the department by responding expeditiously and effectively to questions and concerns in briefings with executive management, Board staff, and Board members.
- Researching and responding to customer concerns regarding the various Benefit programs.

- Ensuring and maintaining program compliance
Contract Management and Procurement Knowledge | Experience- Managing program vendor contracts on time and on budget
- Managing contract processes from identifying a need, developing the scope of work, working through all purchasing steps, and finalizing the contract
- Scheduling projects, organizing tasks in the right order, creating meeting plans, estimates, timelines, and looking ahead and planning for future risks
- Understanding and applying government codes and/or state and federal laws as they related to government purchasing and contracting
MINIMUM QUALIFICATIONSCandidates must have at least one of the following:
- One (1) year of experience as a Human Resources Administrator or two (2) years of experience as a Human Resources Analyst or its equivalent with the County of Orange.
OR
- Five (5) years of professional human resources analytical experience related to assignment, including one (1) year of lead/supervisory experience.
A Bachelor’s degree in human resources, business, public administration, or related field may substitute for one (1) year of the required non-supervisory experience.
A Master’s degree or higher in human resources, business, public administration, or related field may substitute for two (2) years of the required non-supervisory experience.
