    THE POSITION

    The Supervising Construction Inspector position inspects high priority utilities infrastructure development projects and Department of Utilities (DOU) Capital Improvement Plan (CIP) projects. This position will also supervise a Construction Inspector and consultant inspectors working on DOU CIP projects.

    IDEAL CANDIDATE STATEMENT

    The ideal candidate would be an independent worker and strong communicator with good problem-solving skills. The candidate would be able to interpret engineering plans and specifications, and enforce the implementation of City Standards. The candidate would be familiar with the paperwork required for public projects including, but not limited to, inspector daily reports, daily extra work reports, requests for information (RFI), and change orders.

    Under general direction, to supervise construction inspection, which includes inspection of subdivisions, frontage developments, encroachment permits and other similar programs.

    DISTINGUISHING CHARACTERISTICS

    This is the highest level of the Construction Inspection series. This class is distinguished from the Construction Inspector III by the greater degree and complexity of work performed, and the responsibility for administrative coordination and direct supervision of a construction inspection unit.

    SUPERVISION RECEIVED AND EXERCISED

    General direction is provided by a Supervising Engineer or section head. Direct and indirect supervision is provided to subordinate construction inspectors.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Duties may include, but are not limited to the following:

    - Plan, assign, review and supervise the work of construction inspectors according to project requirements.
    - Audit field performance of construction inspectors to confirm accuracy of inspection and conformance with contract provisions, plans, specifications, sound contraction practices, and appropriate regulations and rules relative to construction projects dedicated to the public.
    - Evaluate and monitor the performance of inspection staff and develop and implement training to improve proficiency when necessary.
    - Propose, develop and implement procedures to improve coordination of private inspection projects with other Public Works' divisions, City departments and contractors.
    - Coordinate project development unit workflow with those of other units in the Construction Section.
    - Prepare, coordinate, and review the preparation of status reports relating to inspection and other reports as required.
    - Administer personnel transactions and functions for the inspection unit.
    - Inspect and provide technical advice and assistance on difficult and complex major development projects or inspection problems.
    - Oversee the preparation of daily inspection reports on each project and review for accuracy.
    - Assist in preparing the section budget.
    - Respond to public inquiries.
    - Supervise the Levee Patrol functions during peak periods of high water when Levee Patrol is activated.
    - Perform other related duties as assigned.

    QUALIFICATIONS

    Knowledge of:

    - Applicable codes, regulations and specifications governing the construction of pubic works projects.
    - Materials, methods, regulations and requirements relative to the construction and installation of streets, gutters, storm drains, culverts, and related facilities installed on public right-of-way.
    - Tools, surveying instruments, and equipment used in public works construction.
    - Safety standards in the construction trade.
    - Soil conditions, types, and formations.
    - Principles and practices of effective supervision, training, and personnel management.
    - Possible defects and faults in public works construction projects and effective measures for correction.

    Ability to:

    - Detect and locate faulty materials and work product and determine the stage of construction during which defects are most easily found and remedied.
    - Prepare and maintain records, drawings, and reports related to construction activity.
    - Deal firmly and tactfully with contractors, engineers and property owners.
    - Understand and accurately interpret engineering plans and specifications.
    - Communicate effectively both orally and in writing.
    - Supervise, train and evaluate subordinate inspectors.
    - Assist in developing and administering a budget for a construction inspections unit.
    - Coordinate workflows and the administrative functions of a construction inspections unit.

    Experience and Education:

    Two years comparable to a Construction Inspector III or Electrical Construction Inspector III with the City of Sacramento.

    OR

    Five years of journey level public works or utility construction inspection experience, such as underground, street, or subdivision construction supervisory and/or inspection experience. (60 semester units of college level course work in Construction Management and Technology may be substituted for one of the required experience).

    PROOF OF EDUCATION

    Should education be used to qualify for this position, then proof of education such as, but not limited to, university/college transcripts and degrees should be submitted with your application and will be required at the time of appointment. Unofficial documents and/or copies are acceptable.

    An applicant with a college degree obtained outside the United States must have education records evaluated by a credentials evaluation service. Evaluation of education records will be due at time of appointment.

    SPECIAL QUALIFICATIONS

    Driver License:

    Possession of a valid California Class C Driver License at the time of appointment. Loss of the Class C License is cause for discipline. Individuals who do not meet this requirement due to physical disability will be reviewed on a case-by-case basis.

    3. Eligibility: Candidates who pass the Training and Experience Test will be placed on the eligible list. Candidate’s eligibility expires one year from the date of notification of a passing score for the Supervising Construction Inspector examination.

    4. Screening Committee: (Pass/Fail)- All candidates that pass the examination and are in one of the top three ranks will have their application forwarded to the hiring department for review. The hiring department will select the most competitive applications for further consideration. Human Resources will only evaluate employment applications for the minimum qualifications, as stated on the job announcement, for applications selected by the hiring department.

    5. Conditional Hire: Upon receipt of a conditional offer, the selected candidate must complete and pass Live Scan/fingerprinting. If applicable, candidates may also need to pass a pre-employment medical exam, controlled substance and/or alcohol test, and possess any required licensure or certification prior to receiving a start date from the Department.
