DEFINITION Under general supervision, seeks public compliance with Municipal Code sections, ordinances, and resolutions in such areas as planning, zoning, signs, community nuisance, business license, and related areas; and performs other duties as assigned.
DISTINGUISHING CHARACTERISTICS The Neighborhood Preservation Officer has a broad range of knowledge and independence within general parameters in the application of field investigations, evidence collection and violation resolution in the enforcement of municipal regulatory processes.
SUPERVISION RECEIVED General supervision is received from the Inspection & Neighborhood Preservation Manager.
SUPERVISION EXERCISED May provide lead direction to technical and clerical staff as well as temporary employees.
Examples of Important and Essential Functions Field Functions Investigates reported violations of municipal codes, ordinances, and resolutions; seeks abatement of violations through education and voluntary compliance or through direct enforcement activities including the issuance of infraction citations; educates the public regarding requirements; conducts field inspections to verify violations; and gathers supporting evidence.
Administrative Functions
Prepares reports regarding violations; communicates effectively, both orally and in writing; relates effectively with those contacted in the course of work; prepares and gives presentations for Administrative Hearings, Planning Commission, City Council or courts of law; prepares reports and maintains up-to-date files; and utilizes personal computers to perform word processing, spreadsheet, and specialized functions.

Principals of municipal regulatory processes; planning, zoning, visual/community appearance, and business license regulatory concepts; codes and ordinances enforceable by the City, County, and State, including legal enforcement procedures and research methods; methods and practices of effective public education and enforcement techniques; effective communication principles, including business English; effective public speaking techniques; problem solving and negotiating techniques; and personal computer and software applications.

Ability to :
Read, comprehend, and interpret laws, regulations, ordinances, resolutions and other City policy documents associated with enforcement duties; learn and apply the City’s geographical layout in the course of the work; must have a strong work ethic and a high standard of professional conduct; assist other staff members with interpretation and application of the code; coordinate enforcement and inspection functions with other City departments and outside agencies; and work with all members of the community including antagonistic clients.
Experience, Education and Training Guidelines:
Any combination of experience, education, and training that would provide the best qualified candidates. A typical way to obtain the knowledge, skills, and abilities would be:
Experience : Two years of progressively responsible experience performing research or enforcement work with extensive public contact which included conducting investigations, collecting evidence, coordinating inspections, and resolving violations. Enforcement experience with a public agency is highly desirable.
Education : Equivalent to an Associate of Arts or Science Degree in Business Administration, Public Administration, Administration of Justice, Planning, Real Estate or a related field.
Training : Any recent training such as academic courses and certification programs which are relevant to this job classification.
Certificate : Possession of a Penal Code 832 Certificate is required prior to the completion of the probationary period.
License : Possession of a valid California Driver's License and a satisfactory driving record as determined by the City.
Other Requirements : Willingness and ability to: work varying schedules including early mornings, evenings, and week-ends; attend court dates and participate in special enforcement programs; attend evening and/or weekend meetings, seminars, conferences, and workshops during work and non-work hours; work scheduled and emergency overtime; work on call as required; and work outdoors in adverse weather conditions such as in heat, cold, and rain.
Special Requirements : Essential duties require the mental and/or physical ability to read fine print and VDTs and visually identify code violations; converse on the telephone and in person; speak to be heard at a distance of 30 feet without a microphone; ability to reach, bend, stoop, traverse rough uneven terrain, and climb stairs; use a personal computer and calculator; and safely lift and carry up to 50 pounds.

PRESCRIPTION SAFETY GLASSESReimbursement of up to $150/year for purchase of safety prescription glasses for EEs working in locations where there is a risk of eye injuries.
SHIFT DIFFERENTIALEEs regularly assigned to city facilities operating 24/7 - $2.50/hour for all hours worked when assigned to a shift requiring EE work at least 4 hours between 4:00 p.m.- 6:00 a.m.
EQUIPMENT OPERATIONPublic Works EEs: $12.00/day for EE who operates Class A vehicle, min of 50%+ operation/day.
