The Office of Workforce and Community Initiatives (OWCI) is seeking candidates to fill a Program Specialist position located in the St. Louis Region of Missouri. The base location must be within one of the following counties and will be dependent upon the individual selected and office availability: St. Charles, St. Louis County, or St. Louis City.
Some travel may be required.The essential duties and responsibilities include, but are not limited to:
- Coordination of services across Department, Divisions and other agencies to assist employment and training participants to become self-sufficient.
- Manage partnerships with city, county, and state officials and/or agencies.
- Program planning, development, evaluation and implementation utilizing existing data and research.
- Developing procedures, policies and instructions necessary to the operation and implementation of newly designed or modified programs or projects.
- Developing or assisting in the development of comprehensive plans and programs for specific organizational units.
- Exercising significant independence and initiative in the performance of responsibilities with general administrative direction.
- Developing tools to assist in the coordination of services between partners.
- Evaluating Workforce Development program trends and coordinating with the training and program staff to develop.
- Engaging with employers regarding their workforce needs to identify barriers and solutions to those barriers.
- Performing other related work as assigned.
Two or more years of experience in a professional or technical job classification; and possession of a high school diploma or poof of high school equivalency.
ORA Bachelor’s degree from an accredited college or university;
and, four or more years of professional experience providing social services; or conducting investigations or audits of social services providers, fundraising or event planning, training, relationship/partnership building, grant/contract management, or sales.

Preferred Experience: Ability to coordinate and work with multiple agencies at one time; knowledge of employment and training programs as well as FSD benefit programs.
