This recruitment will establish an employment list to fill current and any future vacancies within the Resource Management Agency. The anticipated life of the employment list is six months. Current vacancy is with the Tulare County Resource Management Agency located in Visalia.
Typical Duties
Establish, implement and enforce CAD policies, standards, procedures, and plans; plan, assign and supervise the work of staff engaged in drafting and engineering design activities of public works projects; supervise the preparation of construction plans and engineering exhibits; supervise the creation, updating and maintenance of GIS and/or CAD methods; read, interpret and explain applicable laws, regulations and codes pertaining to the preparation of engineering plans; develop and assist in the development and implementation of departmental policy and procedural changes; respond orally and in writing to complex mapping, system information requests from employees, other agencies and the public; review engineering submittals prepared by design consultants; development of plans, specification and estimates; assist with the advertising and awarding of construction projects; create, complete and update technical memos, letters, form letters, procedure manual spreadsheets, databases and reports using word processing, spreadsheet, database and other computer equipment and programs.

Minimum Qualifications
MINIMUM QUALIFICATIONS
Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.
Education: Equivalent to graduation from high school, supplemented by courses in drafting, algebra, geometry, trigonometry, civil engineering, land surveying, GIS, CAD mapping, and/or computer science.
Experience: Ten (10) years of progressively responsible experience in computer assisted drafting and design (CADD), civil engineering or closely related field, six (6) of which were of an advanced subprofessional level and four (4) years in a supervisory or lead position.
Knowledge of: Applicable federal, state and local laws, regulations and codes; generally accepted methods and procedures used in interpreting construction plans and engineering exhibits; mapping and drafting; engineering mathematics; terminology, principles, techniques and equipment used in GIS mapping and CAD; surveying, construction, maintenance, and materials testing practices and procedures; principles and practices of hiring, supervision, training, motivation, evaluation, discipline and termination of employees.
Skill/Ability to: Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers; operate contemporary office equipment inclusive of computer, keyboard and all applicable electronic equipment; properly interpret and apply new and existing applicable laws, regulations and codes; develop, implement, interpret and explain, orally and in writing, policies and procedures; perform complex construction plans and engineering exhibit work; gather engineering data and submit meaningful reports; make detailed and legible sketches and compose correspondence; assist with preparation of plans, specifications, descriptions, and estimates pertaining to engineering projects; handle routine and special design problems; hire, supervise, train, evaluate and discipline staff; coordinate policies and procedures with other divisions, departments and agencies.
License or Certificate
Possession of, or ability to obtain, an appropriate, valid California driver's license.

Conditions of Employment:
Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. Benefit Amount: An annualbenefit amountis provided and may be applied towards health insurance premiums (medical, dental, vision andlife).This benefit is pro-rated and paid on a pay period basis (24 pay periods).
Health Insurance: A choice of PPO and HMOmedical plans which include PPOand HMO dental plans andinclude dentalandvision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, andVision Services Plan (VSP).
Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
Paid Holiday Leave: 12 set days and 1 personal holiday.
Vacation Accrual:
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.
FLSA exempt employees accrue an additional 5 days of vacation per year.
Sick Leave Accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave.
Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.
Disability Insurance: Employees are covered by State Disability Insurance. The premium is paid by the employee.
Deferred Compensation: A voluntary deferred compensation plan is available.
