    The City of Costa Mesa is offering an exciting career opportunity for a Finance Officer (Revenue) to join our hardworking and talented Finance Department. Lead the charge in overseeing the Revenue Section managing everything from accounts receivable to cash flow, investment strategies, banking operations, business licensing, permits and more! In short, you'll play a critical role in keeping the financial gears of our organization running smoothly, efficiently, and securely—all while leading a team to success!

    THE POSITION:

    Under general direction of the Assistant Finance Director, Budget and Purchasing Manager or Finance Manager, the Finance Officer performs responsible professional work of a highly technical and complex nature; plans, directs, reviews and coordinates the work of the Accounting, Purchasing or Revenue section staffed by professional, technical and clerical personnel and performs related duties as assigned.

    Work assigned to the position involves the application of specialized knowledge and abilities in supervising functions within the assigned section. An incumbent is responsible for supervising the activities of the Accounting, Purchasing or Revenue section within legal requirements and departmental policies. Work is distinguished from the subordinate professional, technical and clerical classes by the overall responsibility of supervising the assigned section. Work is assigned by the Budget and Purchasing Manager, Finance Manager, Assistant Finance Director and Finance Director.

    There is currently one (1) full-time vacancy assigned to the Revenue Section.

    Essential Functions

    These functions may not be present in all positions in this class. When a position is to be filled, the essential functions will be noted in the announcement of position availability. Management reserves the right to add, modify, change or rescind work assignments as needed.

    Develops goals, objectives, procedures and priorities for assigned section; evaluates practices and procedures and makes recommendation for improvement.

    Plans, assigns, reviews and supervises the staff and work of assigned section; trains staff in work procedures; provides policy guidance and interpretation to staff; conducts performance evaluations; participates in maintaining and monitoring work plans to achieve division and department goals and objectives and assists in selection of staff and recruitment.

    Establishes, maintains and evaluates systems, procedures and internal controls, ensures compliance and recommends improvements.

    Manages the maintenance, modification, operation and implementation of assigned module(s) in the City’s Enterprise Resource Planning (ERP) system; identifies and resolves ongoing functional and technical issues; coordinates and tests system modifications; recommends operational and procedural changes to the system as necessary.

    Assists in the development and implementation of appropriate data processing applications, including formatting and report generation.

    Performs financial analyses and recommends effective courses of action.

    Prepares and maintains financial records and statements.

    Monitors changes in laws, regulations, and technology that may affect operations of the assigned section’s functions; implements policy and procedural changes after approval.

    Responds to inquiries from department staff, vendors and the public regarding assigned functions; investigates related complaints; recommends corrective actions to resolve issues.

    Prepares correspondence and comprehensive reports for presentation to City Manager, City Council, Department Directors, vendors and contractors.

    Provides technical assistance to City departments on financial matters.

    Develops and administers assigned section’s budget.

    May assume additional supervisory responsibilities as assigned in the absence of the Budget and Purchasing Manager or Finance Manager.

    Performs additional duties as assigned.

    When Assigned to the Revenue Section:

    Oversees and supervises staff and activities of the Treasury Section including accounts receivable, cash management, investment and banking.

    Monitors and maintains internal controls over cash and revenue collections to ensure accurate reporting.

    Directs the audit of transient occupancy tax returns, cannabis tax returns, and business license applications.

    Plans, directs, and participates in activities involving business licensing, permitting including sidewalk sale, vendor, food truck operator, firework and solicitation permits, collection of delinquent accounts receivables and cashiering.

    Qualification Guidelines

    A typical way to obtain the requisite knowledge and abilities to perform the duties and responsibilities of this classification is as follows:

    EDUCATION, TRAINING AND/OR EXPERIENCE:

    Four years of progressively responsible professional experience in accounting, financial analysis, or purchasing with at least one year experience in a lead or supervisory capacity. Related experience in a public agency is highly desirable.

    Graduation from a four-year accredited college or university with major coursework in accounting, business or closely related field.

    An equivalent combination of education and relevant experience that provides the desired knowledge, skills and abilities to successfully perform essential functions may also be considered.

    LICENSE AND/OR CERTIFICATE:

    Class C California Driver's License. Revocation of license during employment may result in disciplinary action or reassignment.

    A Certified Public Accountant (CPA) or Certified Public Financial Officer (CPFO) credential is desirable when assigned to the Accounting Section.

    When Assigned to the Revenue Section:

    Knowledge of Governmental Accounting Standards Board (GASB) pronouncements.

    Knowledge of Generally Accepted Accounting Principles (GAAP)

    Knowledge of Annual Comprehensive Financial Report (ACFR) cash reporting and disclosure requirements.

    Knowledge of strategies and methods of investing funds.

    PUBLIC EMPLOYEE DISASTER SERVICE WORKER:

    In accordance with Government Code Section 3100 - all City of Costa Mesa employees are required to perform assigned disaster service worker duties in the event of an emergency or a disaster.

    New employees contribute 9% of their salary on a pre-tax basis towards the 2%@60 or 2%@62 CalPERS retirement formula depending on eligibility.

    Employees receive the following health insurance flexible benefits contribution:
    • Current: $1,600monthly
    • Effective January 2025: $1,650monthly


    The City does not participate in the Social Security system; however, federal mandate requires new employees to contribute 1.45% of wages to Medicare. As a condition of employment, all new employees are required to enroll and participate in the direct deposit program.
