    DHSS has an exciting new opportunity and is looking for a highly motivated individual to help modernize our public health data infrastructure! This position will play a crucial role in developing and maintaining processes that standardize the ingestion of health information across multiple bureaus/programs/health care providers throughout the state into a single point of contact to ease the reporting burden on submitters who send information. This position will also oversee a team of individuals dedicated to onboarding providers in order to expand the number of organizations who are able to electronically send data to DHSS. This position will serve as subject matter expert for HL7 onboarding with a responsibility to facilitate the modernization of both DHSS’ ability to receive, and health care reporting systems to send, data electronically which will result in faster public health action. This position will also have the opportunity to develop, lead, and conduct a broad and complex range of investigative and analytical studies utilizing data collected electronically to support public health strategic planning and data modernization initiatives.

    • Oversee the onboarding of new reporters to Missouri’s public health surveillance systems such as our disease surveillance system and immunization information system.
    • Develop data queries to streamline data processing and data validation within public health surveillance systems.
    • Design and disseminate provider report cards using SAS/SQL queries to inform reporters of their data quality and for them to begin correcting any data submission errors/protocols.
    • Review raw HL7 messages from new data reporters to validate structure and content, configure reporters to begin sending live HL7 messages to each system, and conduct QA to ensure data quality among these reporters does not diminish.
    • Collaborate with program staff, informatics staff, vendors, providers, and ITSD staff on informatics projects related to data intake, data processing, and provider reporting as is relates to disease/immunization surveillance.
    • Ensure reportable diseases and immunization data are reported to CDC in a timely manner and in adherence to reporting guidelines.


    Minimum Qualifications

    • Bachelor’s degree and 4-6 years of relevant experience and/or appropriate certification (Master’s Degree preferred, transcripts required)
    • Knowledge of vendor-hosted software applications that facilitate public health reporting
    • Knowledge of EHRs, health information systems, and electronic data transfer methods
    • Ability to serve as project technical lead regarding data handling, data analysis and data management
    • Experience with SAS, SQL, Python, R and/or other analytical software and general programming techniques required
    • Experience with Microsoft Office Suite and the ability to quickly learn new systems and applications (such as SQL Server, or Tableau)
    • Strong and effective communication skills, both written and verbal
    • A valid driver’s license
