    Position Scope

    Hiring Range: $73,736 - $92,144

    Salary range is the entire compensation range for the position classification.

    Hiring range is an estimate of the compensation amount for the selected candidate. The actual salary offer will carefully consider a wide range of factors, including skills, qualifications, experience, education, licenses, training, and equity amongst other City employees in a similar position.

    GENERAL PURPOSE: Under general supervision, perform work in support of the goals, planning, design, contracting, implementation, inspection, short- and long-term maintenance of activities for Public Works projects. Plans, develops and coordinates the implementation of work priorities including the preparation of project schedules, projects, Asset Management System necessary to maintain City streets.

    Primary Duties and Responsibilities

    The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
    • Reviews plans and specifications for contract work; inspects, reviews, and oversees the work of various contractors, evaluating progress and ensuring compliance to standards.
    • Reviews and evaluates proposed projects to determine the most feasible approach, including staff, materials and equipment needed; establishes work priorities and timelines and makes recommendations on project implementation; prepares and presents written and/or oral project recommendations. Leads projects, evaluates bids; manages contracted work and ensures projects are on track; inspects projects.
    • Directs the responses and/or personally responds to the inquiries and complaints from the public or City staff; coordinates with other departments and City staff to identify and resolve issues; meets with concerned citizen organizations.
    • Prepares and/or presents a variety of reports, records, forms, correspondence, and related documentation on assigned operations.
    • Develops and implements a comprehensive preventative maintenance program for assigned activities; monitor program for effectiveness and adjust as necessary.
    • Provides technical support in GIS, modeling, statistical analysis, preparing project plans, specifications and estimates for a variety of City-wide projects.
    • Oversees database programs; analyzes data and historical records, assists with asset management system, produces reports; coordinates the flow of GIS data between existing systems and assists staff to ensure data quality and consistency.
    • Conducts field investigations, data collection and monitoring for various programs, projects, and assessments, evaluates compliance with federal, state, and local policies, codes and regulations.
    • Helps manage yearly pavement restoration budget, to include budgeting, sending out to bid, managing contractors, scheduling, and communicating with various departments on project statuses.
    • Performs other duties as assigned or required.


    Minimum Qualifications & Position Requirements

    Education and Experience:

    High school diploma or GED and six (6) years progressively responsible experience with Public Works procedures and practices in street maintenance operation, and construction in a municipal environment or related field, to include two years lead or supervisory experience. An equivalent combination of education, training, and experience which ensures the required knowledge, skills, and abilities to perform the essential functions of the job may also be considered.

    Necessary Knowledge, Skills and Abilities:

    Knowledge of:
    • City organization, operation, policies and procedures.
    • Principles and practices associated with the repair and maintenance of City streets, bridges, signs, curbs, and sidewalks; storm drain repair, street maintenance repair activities.
    • Pertinent federal, state and local rules, regulations, and guidelines for assigned areas of responsibility.
    • Methods and techniques for inspecting public works and utility maintenance projects
    • Principles and practices of budget creation, monitoring, and administration
    • Principles and practices of safety management, recordkeeping, customer service, office procedures, methods and equipment including computers, software, copiers, etc.
    • GPS equipment and GIS mapping systems and their applications.
    • Concepts and business application of personal computer systems.
    • Public Works’ equipment, facilities, materials, methods, policies, and procedures
    • Contemporary research techniques and resources; data querying analysis, reporting and presentation methods. Civil engineering design and construction principles and methods.
    • Knowledge and experience in municipal permitting and municipal operations
    • Engineering studies and field data collection techniques.

    Skill in:
    • Reading, interpreting, understanding and applying EAM, GIS, and/or accounting standards and procedures, applicable Federal rules and regulations, and City policies and procedures.
    • Correcting and updating financial records, work order, and database systems.
    • Reading and interpreting maps, blueprints, traffic control plans, construction plans, and blue stake markers/indicators.
    • Operating a personal computer utilize standard software, such as Microsoft Office, and specialized software and standard office equipment.
    • Analyzing and interpreting financial documents and calculations and preparing complex reports and present information to both technical and non-technical audiences as needed.
    • Working under pressure of deadlines

    Ability to:
    • Conduct research and compile comprehensive reports or recommendations in the application, development, and implementation of regulations, codes, standards, and engineering, construction or other criterial.
    • Troubleshoot and resolve issues.
    • Detect substandard materials and workmanship while in the field.
    • Communicate effectively both orally and in writing, including complex information of a technical nature in understandable and concise ways.
    • Apply sound judgment under stressful situations to develop recommendations and make decisions.
    • Manage time on multiple projects and issues simultaneously towards completion.
    • Assist field inspectors and crews to advise on more complex projects, repairs, and interpretation of engineering standards.
    • Learn and keep up to date on software and programs such as Tyler Munis, OpenGov, etc.
    • Understand relationships and workflows in Public Works and the City.
    • Perform data entry and use word processing and spreadsheet programs.
    • Diagnose and analyze problems and recommend and / or institute a corrective action.
    • Read and interpret maps, aerial photographs, mapping coordinates, survey documents, legal documents containing boundary information, right-of-way information, blueprints, and as-built documents.
    • Conduct field data collection and inspection.
    • Work independently in the absence of supervision, prioritizing multiple tasks to meet deadlines while maintaining accuracy and attention to detail.
    • Establish and maintain positive, effective working relationships with those contacted in the performance of work.
    • Work various hours day and night as may be required; respond to emergencies when health, safety, and/or mobility of City residents is impacted; serve in an on-call duty capacity.
    • Present oral communications and presentations to residents, management, leadership team, and/or City Council.
    • Effectively work in an outdoor setting during various weather conditions.


    Additional Information

    Possession of a valid Arizona Driver’s License with a clean driving record. Ability to obtain an American Public Works Association Certified Public Works Professional designation within first year of employment. Must successfully pass a criminal history background check.

    12-Month Goals:
    • Obtain NIMS IS-100 Certification
    • Obtain NIMS IS-700 Certification
    • Complete Leadership.Gov certification or similar certification program
    • Obtain ATSSA Flagger Work Zone certification
    • Obtain APWA CWP certification
