The Procurement Specialist performs purchasing of the Town's goods and services, satisfying Federal, State and local requirements, ensuring transparency to all vendors & taxpayers.
Examples of DutiesResponsibilities include: - Complete all centralized Town purchasing duties; identify purchasing opportunities, produce purchase orders, and ensure proper documentation is completed.
- Consult with town departments and other agencies on bid specifications, sources of supply, bid submissions; approve award selections and contract support documents; process bonds and insurance papers; and prepare contract documents in conjunction with the Legal department.
- Establish quality control checks to ensure compliance with acceptable budgetary procedures and other departmental requirements related to requisitions and expenditures.
- Negotiate with vendors for goods and services for the best possible price and service.
- Responsible for the preparation of special reports, statistics, and other data to assist in making decisions, and any required quarterly, annual and periodic fiscal reports.
- Review contracts and agreements for compliance and approvability while combining cross departmental options to leverage ‘best value' for the Town and maintain, post and receive bids on electronic platforms and oversee the Town's surplus process and auction accounts.
Typical QualificationRequirements:- Associate's degree in accounting, purchasing, finance, business administration or closely related field with a minimum of four (4) years of progressively responsible experience in accounting and purchasing or a combination of education and relevant professional experience may be substituted for the minimum requirements.
- Skills in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
- Strong proficiency in the complex analyses of accounting, finance and budget data and/or conducting financial research
- Ability to compile significant data to prepare comprehensive technical reports, financial projections, and estimates.
Compensation: The Town's complete compensation package includes salary, benefits, and a high performance culture. The Town package includes a no-cost to individual health insurance plan and a generous retirement package including participation in the Arizona State Retirement System.
The salary range is $59,155.20 to $82,825.
The expected hiring range is $59,155 to $68,036.
