    Description:

    The Right of Way Surveyor is responsible for directing the activities of the surveying staff to be coordinated with the engineering staff and other county divisions, such activities will include: management meetings, budgeting for equipment, directing legal surveys for design and Right-of-Way (ROW), scheduling work activities to meet the service requests from design staff and Road and Bridge staff. Perform or direct all necessary activities to acquire ROW and easements for a variety of roadway and drainage projects. Coordinate with each land owner and explain the project and ROW acquisition process to land owners and negotiate acquisitions. Coordinate with design engineers regarding purchase or replacement of private improvements affected by construction. Meet with county legal staff to review and approve all documents necessary to acquire ROW. Prepare and process offer letters, negotiations, deeds and payment. Manage appraisal contracts.

    Schedule:

    This full-time position is allows for hybrid work, remote and in-office required.

    Compensation:

    Hiring Range: $80,000 - $97,870.19 USD Annual

    Total Base Pay Range: 75,284.76 - 97,870.19 - 120,455.62 USD Annual

    Compensation will be determined based on education, experience, and skills.

    Essential Duties :

    TheRight of Way Surveyorwill:
    • Acquire ROW and easements for various roadway and drainage projects at an equitable price to the County and property owner. Process all necessary documents for land acquisition and purchase on capital improvement projects.
    • Research county records and title commitments to determine the property ownership, and existence of easements, liens, mortgages or other encumbrances on property being acquired. Order appraisals, title opinions and surveys as needed. Research local real estate records to determine land value. Consult with engineer (in-house or consultant) regarding possible impacts to private property adjacent to acquired property and existing ROW. Advise on cost estimates for repair, replacement or purchase of private improvements affected by construction, such as the replacement of fences, landscaping, wells and septic systems. Establish and maintain files of ROW records, filing and retrieving information.
    • Process license agreements for private improvements located in county ROW, including small cell sites and other utility agencies. Work with County legal team on determining content of license agreement and ensure supporting information and surveys and exhibits meet county standards. Respond to inquiries pertaining to county ownership of ROW and special corridor projects, in writing and in person, to county employees, other governmental agencies, consulting engineers, and the public. Determine the appropriate source of information.
    • Advises survey technicians in area of responsibility including; research of survey data, establishment of survey control, field data collection, data interpretation, preparation of plans, legal descriptions, preparation and recording of legal documents, monumentation, and consultant management.
    • Prepare, certify, and file all necessary documents with the appropriate agencies as required by state statute and by the State Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors.
    • Assist in responding to citizen comments and questions concerning ROW and easements as they arise.
    • Other duties and responsibilities as assigned.


    Qualifications:

    Minimal Qualifications :
    • Bachelor’s degree in real estate, business, public administration or related field and;
    • 3 years of work-related experience in land surveying, title research, real estate negotiation, property appraisal, right-of-way plan development, property management for a public entity or related field.
    • Or an equivalent combination of education & experience.


    Preferred Qualifications :
    • Professional Land Survey License from the State of Colorado is strongly preferred.
    • Colorado Department Transportation (CDOT) Right of Way Acquisitions Certification.
    • International Right of Way Association (IRWA) Certification.
