Job Summary Performs in a professional civil engineering position that is challenging and varied in nature, within general guidelines, providing traffic engineering and transportation planning services to the City of Bryan.
Essential Job Functions - Meets with department/division supervisors, police/fire departments, developers, consultants, vendors, and other government officials to discuss traffic and transportation issues and possible solutions.
- Applies engineering principles to roadway design and traffic control matters; Prepares administrative, technical, and statistical reports on traffic operational matters such as accidents, pedestrian volume and practices, safety measures, and related traffic and transportation problems.
- Participates in contract negotiation and administration; prepares and monitors contracts with outside consultants.
- Coordinates and supervises the review of traffic engineering or transportation elements of proposed development plans.
- Prepares, supervises, and analyzes traffic and transportation surveys and studies, and recommends revisions to traffic codes and traffic control devices;
- Supervises and participates in the development and implementation of goals, objectives, policies, and priorities related to the traffic engineering and transportation planning programs of the City;
- Represents City staff at Planning & Zoning, City Council, and other public meetings.
- Meets with public officials and citizens on matters pertaining to transportation planning, traffic operations, and right of way issues.
- Conducts the development, review, and revisions of schematics, project designs, shop drawings, and field changes for capital and development projects and special events.
- Investigates public complaints on traffic signals, signs, railroad crossings, pavement markings, streets, sidewalks, drainage infrastructure, rights of way, or other transportation -related items, and responds with explanatory letters, emails, and/or phone calls.
- Conducts traffic and transportation planning studies to warrant and prioritize the need for new roadways, traffic control devices, and other infrastructure needs.
- Implements traffic signal timing for existing, temporary, or proposed traffic signals.
- Develops and implements transportation-related ordinances, policies, procedures, standards, and guidelines as it relates to the existing traffic and streets system and new development.
- Develops maintenance programs related to traffic operations, streets, drainage, and rights of ways.
- Develops, designs, implements, and inspects safe working practices, including construction and maintenance work zones.
- Performs related duties as required.
- Responds regularly and promptly to work.
Minimum Qualifications Required:
- Bachelor’s degree in Civil Engineering or Mechanical Engineering.
Preferred:
- Previous related work experience.
Licenses, Certifications & Special Requirements - Certification as an Engineer-in-Training ( EIT ) is preferred. Must be obtained within one (1) year of hire.
- Texas Class C driver’s license with a good driving record or ability to obtain the license within the timeframe set by the department.
