    TPWD MISSION

    To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

    GENERAL DESCRIPTION :

    This manager supervises a geographically dispersed team and network of volunteers that cover all of Texas. This position also is active in maintaining a professional relationship on behalf of the State with external partners affiliated with hunting, firearms, and conservation ethics.

    Under the direction of the Outreach and Education Direction, this position performs highly complex (senior level) managerial work overseeing the daily operations and activities of a statutory program for the agency - mandatory hunter education (Section 62.014 Parks and Wildlife Code). Work involves managing field staff and a statewide network of volunteers, schoolteachers and game wardens by establishing goals and objectives; developing program policies, procedures and guidelines; developing schedules, priorities, and standards that comply with international standards (International Hunter Education Association standards and reciprocity); coordinating and evaluating program activities; and developing and evaluating budget requests. Plans, assigns and supervises the work of regional (field) staff, program support staff and thousands of volunteers. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.


    Qualifications:

    MINIMUM QUALIFICATIONS :

    Education :

    Graduation from an accredited college or university with a bachelor's degree in a field of natural science, physical science or resource education and outdoor recreation, including, but not limited to, Park Administration, Biology, Education, Agriculture Science, Youth Camp Management, Natural Resource Management, Conservation, or Wildlife Management.

    Experience :

    Two years of teaching experience in certified school systems, agriculture science, conservation education, military service schools, hunting/firearm schools/camps, college or other equivalent schools.

    Two years of experience managing staff.

    Two years of experience in hunter, conservation, or outdoor education.

    Two years of experience with firearms use and safety practices and procedures.

    Two years of experience with archery equipment use and safety practices and procedures.

    Licensure :

    Must possess or be able to obtain, within 30 days of employment, a valid state driver's license.

    Certified in Hunter Education.

    ACCEPTABLE SUBSTITUTIONS :

    Education :

    Four calendar years of experience as an active and certified Hunter Education Instructor may substitute for the required bachelor's degree.

    Experience :

    Master's Degree from an accredited college or university in a field of natural science, physical science or resource education and outdoor recreation, including, but not limited to, Park Administration, Biology, Geography, Oceanography, Education, Agriculture Science, Youth Camp Management, Natural Resource Management, Conservation, or Fisheries and Wildlife Management may substitute for the two years of the required teaching experience.

    PREFERRED QUALIFICATIONS :

    Experience :

    Two years managing staff that work directly with a network of trained volunteers.

    One year managing a team that is geographically dispersed.

    Experience hosting conferences for partner organizations, media partners and the network of trained volunteers that are meant to reinforce standards of practice and accomplish agency goals and further working relationships.

    One year working within the purchasing policies and administrative procedures of a public agency.

    Licensure :

    Instructor level certifications in hunter education programs.

    Instructor level certification in firearms programming (e.g. National Rifle Association, 4-H Shooting Sports, Student Athlete Firearm Education).

    Instructor Level certification as a Basic Archery Instructor from the National Archery in the Schools Program, or an equivalency.

    Instructor Level certification from the Student Air Rifle program.

    KNOWLEDGE, SKILLS, AND ABILITIES :

    Knowledge of local, state, and federal laws relating to hunting, firearms (e.g. Chap. 46 Texas Penal Code) and shooting sports practices.

    Knowledge of public administration and management techniques.

    Knowledge of volunteer assisted education program planning and implementation.

    Knowledge of volunteer management principles and learning/teaching practices and principles.

    Knowledge of hunting ethics.

    Knowledge of learning theory and hands-on training practices.

    Knowledge of Recruitment, Retention, and Reactivation (R3) concepts applied to participation of hunting and shooting sports participants.

    Skill in designing program experiences that build upon participant knowledge and confidence.

    Skill in safe and responsible firearm and hunting practices.

    Skill in public speaking, writing, editing and coordinating communications via magazine, email listserv, newsletter, radio, television and other media.

    Skill in using a personal computer.

    Skill in effective verbal and written communication.

    Ability to plan and implement a statewide program.

    Ability to lead a team, plan statewide goals and strategies, and problem solve.

    Ability to apply techniques and equipment used to conduct safe, outdoor activities.

    Ability to use computer programs (e.g. graphics, word processing, and spreadsheet applications).

    Ability to evaluate methodologies used in educational programs.

    Ability to plan, develop and implement training workshops, events and activities using state-of-the-art training techniques, hands-on teaching methods and training aids.

    Ability to apply volunteer management principles and practices such as coordination, recruitment, selection, communications, recognition, learning standards, reciprocity, promotion, training evaluation, record-keeping and conflict management.

    Ability to establish and maintain effective working relationships with partners and volunteers.

    Ability to use mandatory safety accessories such as ear and eye protection, hunter orange clothing.

    Ability to author newsletters for volunteer and hunter audiences.

    Ability to follow procedures found in the Texas Hunter Education Instructor Program, Policies and Procedures Manual.

    Ability to conduct work activities in accordance with TPWD safety program.

    WORKING CONDITIONS :

    Required to perform outdoor activities - sometimes long periods of exposure to elements/sunshine and heat - requiring water breaks, sunshade, sunscreen, insect repellant and sunglasses.

    Required to perform activities around firearms and hunting.

    Required to work 40 hours per week with hours other than 8:00 a.m. to 5:00 p.m. and days off other than Saturdays, Sundays and holidays.

    May be required to operate a state vehicle.

    Required to travel 25% with possible overnight stays.

    Must conform to TPWD dress and grooming standards, work rules and safety procedures.

    Non-smoking environment in State buildings and vehicles.
