    CAREER DESCRIPTION

    ACCOUNTING TECHNICIAN

    In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:

    Effective June 27, 2025 - 4.00% increase

    Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

    OPEN TO THE PUBLIC

    This recruitment will establish an Open eligible list used to fill current vacancies and may also be used to fill any future vacancies in Auditor-Controller and/or any other agencies within the County of Orange. This recruitment may also be used to fill positions in similar and/or lower classifications.

    SHERIFF’S DEPARTMENT
    The Sheriff-Coroner Department is a large law enforcement agency composed of over 4,000 sworn and professional employees. The Sheriff-Coroner Department has 19 separate budgets totaling over $1.2 billion and annual revenues of over $854 million.     TREASURER-TAX COLLECTOR The mission of the Treasurer-Tax Collector (TTC) is to ensure safe and timely receipt, deposit, collection, investment and payment of public funds. Our vision is to implement best business practices which maximize value, minimize costs and provide timely, accurate and courteous service to our internal and external customers. To accomplish our mission and vision, we will invest public funds in a manner that provides maximum security of principal and maintains the public trust; maintain sufficient liquidity to enable participants to meet their operating cash requirements; obtain a stable market rate of return throughout budgetary and economic cycles; provide timely, cost-effective, accurate and courteous customer service; invest resources to develop and maintain knowledgeable and competent staff; act in an ethical and professional manner while maintaining honest, respectful and open communications; and, streamline cashiering and collection processes to increase timely collection of public revenues for the benefit of Orange County citizens. The Treasurer-Tax Collector has an annual operating budget of $17 million with approximately 70 employees. The Treasurer also is an ex-officio trustee on the Orange County Employees Retirement System managing over $21 billion and the banker for the community and school districts in Orange County.

    THE OPPORTUNITY
    The Accounting Technician position within Auditor-Controller will be responsible for a variety of clerical accounting assignments. This position may be responsible for monitoring and tracking monthly job billings to County departments; reconciling to expenditure and revenue reports; preparing cost apply agreements; preparing journal vouchers; preparing invoices for services; auditing claims/invoices; researching and resolving a variety of difficult problems independently through review of a variety of records; exercising initiative in anticipating or identifying problems or errors and following up to resolve; forecasting the impact of potential actions/decisions; interpreting a wide variety of complex policies, procedures, regulations, contracts and agreements to determine their provisions and regularly applying them to widely varied and/or difficult circumstances.

    The Sheriff-Coroner Department is seeking a highly motivated, creative, and results oriented professional to provide value-added services to the Financial/Administrative Services Division. This position encompasses a variety of clerical and technical accounting assignments in financial operations, accounts payable, accounts receivable, and payroll.

    The Accounting Technician positions within the Treasurer Tax-Collector will be responsible for a variety of clerical accounting assignments. This position may be responsible for processing and accounting of payments that are received via paper check, online, wires and credit card payments; prepare daily deposit of incoming payments due to the county for delinquent invoices owed to the county; post payments, prepare cash receipts, journal vouchers and refunds via GAT in Caps+ Financial and Purchasing system; prepare daily reconciliation from TTC ledger account and postings in our internal collections system CUBS; upload new invoices into CUBS and processing credit memos; management of the FTB state Intercept process for the county, including a high volume of transactions for the Probation and Sheriff Departments; research and resolve a variety of difficult problems independently through review of a variety of records; exercise initiative in anticipating or identifying problems or errors and following up to resolve. Other duties may be assigned as needed and based on the unit assigned.

    MINIMUM QUALIFICATIONS AND CORE COMPETENCIES
    In addition to the minimum qualifications below the ideal candidate will demonstrate the following competencies:

    Technical Experience | Technical Knowledge
    • Performing a wide variety of financial/accounting duties
    • Performing complex record keeping
    • Software proficiency with Microsoft Excel and other Office Suite software
    • Understanding of the accounting policies and procedures within the County of Orange
    • Reviewing and analyze accounting documents prepared by others
    Analytical and Problem Solving
    • Interpreting and implementing County's policies and procedures under the guidance of his/her supervisor
    • Interpreting contracts/invoices
    • Performing a wide variety of accounting duties, including preparing and reconciling various reports, processing bi-weekly payroll records, researching and resolving issues, identifying and correcting discrepancies and setting up contribution repayments
    • Organizational skills and time management is required
    • Utilizing all available resources for researching issues and draw logical conclusions to determine appropriate corrective action
    • Knowledge of accounting principles and practices
    Effective Communication
    • Establishing and maintaining effective working relationships through collaboration and teamwork with other co-workers, agencies/departments, the public, and/or vendors
    • Understanding of operation, mission, function, goal and purpose of agency
    • Explaining and developing clear, concise basic accounting systems or procedure training to those with no prior knowledge of accounting terminology
    • Communication skills both oral and in writing
    • Communicating promptly with supervisor when issues arise

    RECRUITMENT PROCESS
    Human Resource Services (HRS) will screen all application materials to identify qualified applicants. After screening, qualified applicants will be referred to the next step and notified of all further procedures applicable to their status in the competition.

    Online Assessment (Weighted 100%)
    An online exam consisting of job-related questions will be administered. Candidates who pass this test will be referred to the next step. This is a standardized test and there are no study guides available.

    Based on the Department's needs, the selection procedures listed above may be modified. Candidates will be notified of any changes in the selection procedures.

    Eligible List
    Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
