This recruitment will establish an employment list to fill current and any future vacancies within the Department of Child Support Services (DCSS). Current vacancy is with the Child Support Services Department located in Visalia and Porterville. The anticipated life of the list is six months.
Typical Duties
Supervise TCDCSS training activities. Keep abreast of current training methodologies, materials, equipment, media and resources that apply to child support services programs and TCDCSS training needs. Conduct organizational needs assessment for training. Recommend to management acquisition of needed or upgraded training material. Train staff in current training methods, equipment and media. Research and identify outside sources of employee training and development programs. Develop, coordinate, and conduct one or more phases of TCDCSS training program. Evaluate outside training programs for appropriate content and use within TCDCSS. Organize, plan, and conduct training on a variety of topics, which may include, but not limited to skill development, supervisory skills, software programs and automated computer systems, and other TCDCSS specific functions. Conduct orientation training for new TCDCSS employees. Keep abreast of child support policies and procedures. Coordinate with subject matter specialists to learn processes and understand workflow. Work closely with subject matter experts to ensure written procedures are clear and easy to follow. Develop and implement specialized training to meet particular needs of TCDCSS. Consult with administrative and supervisory staff to evaluate the effectiveness of training programs and convey that information to TCDCSS leadership. Coordinate training schedules with TCDCSS operations. Stimulate employee interest in self-development. Prepare cost estimates and submit justifications for training materials and presentations. Develop and prepare audio-visual aids, training courses, syllabi, manuals, curriculum, and other staff development materials. Develop, prepare, and distribute bulletins for TCDCSS employee information and interest. Prepare reports and maintain files on training programs and activities. Monitor staff work product, consult with staff on their progress, prepare employee performance evaluations, assign workloads, monitor workflow, and assist in discipline process. Assist in interviews and hire recommendations for new TCDCSS staff. Prepare memos, letters and reports. Conduct child support related educational presentations to various community and cultural groups. Assist and coordinate with local media to develop public education programs. Implement new programs or improve existing ones. Prepare educational and public information materials such as articles, reports, pamphlets, visual aids, videos, audios, and exhibits. Establish and maintain liaison relationship with community cultural groups, community based organizations, public agencies, and private individuals. Assist in conducting community surveys to determine child support informational needs. Provide information in response to inquiries from the general public. Operate a personal computer and software programs to produce, monitor and update public information. Minimum Qualifications
MINIMUM QUALIFICATIONS
Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.
Education: Equivalent to graduation from an accredited college or university with a bachelor's degree in communication, liberal studies/arts, public relations, marketing, business administration, or related field.
Experience: Two (2) year’s experience in developing and preparing training materials and in giving training presentations before groups, preferably with some of that time acting as lead worker or supervisor.
Knowledge of: Principles and practices of employee training and development, including adult learning theory. Methods, techniques and procedures used in the planning, development, delivery and evaluation of management, supervisory and employee training programs. Current and developing training methods, techniques, equipment and media, and training resources. Supervisory practices and methods. Cultural community organizations and outreach resources. Program planning, monitoring and evaluating techniques. Principles and practices of personnel supervision, evaluation, and training. Computer programs, software and hardware.
Skill/Ability to: Lead, guide, counsel, direct, monitor, and assign the work of subordinate staff. Research, design, conduct, coordinate and evaluate training courses and workshops. Communicate effectively with management as well as subordinates, and elicit their commitment to training programs and methods. Translate specific training needs into curriculum. Formulate specific objectives to be used in comparing and evaluating training results. Develop and prepare multimedia training presentations. Use personal computers and standard word processing, spread sheet and presentation software to prepare correspondence, reports and training materials. Write a variety of training documents, and write clearly and concisely using correct grammar, punctuation and spelling. Define problems, collect and organize information, analyze alternatives and select an effective course of action. Research, read and interpret complex technical documents. Organize and conduct training sessions, workshops and conferences. Develop and use audio-visual aids and other instructional materials retain and recall information, organize and establish work priorities, and work independently. Establish and maintain cooperative and effective working relationships with employees, community organizations and other agencies. Speak and hear well enough to address and instruct varying types and sizes of groups of people. Lecture on factual information. Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers. Plan, prepare and make public presentations. Assess and coordinate outreach programs. Prepare clear, comprehensive correspondence and reports. Establish and maintain effective working relationships with community groups and organizations. Operate a personal computer and all applicable equipment using network data, spreadsheets, word processing, and desktop publishing software.
License or Certificate: Possession of, or ability to obtain, an appropriate, valid California driver's license.
DESIRABLE EMPLOYMENT STANDARDS
Knowledge of: Caseload management methods and techniques. Federal, state, and local rules, regulations, policies and procedures governing eligibility for public assistance or child support programs.

As this position requires access to Federal Tax Information, employment is conditioned on successful completion of a background investigation and a reinvestigation within every 5 years thereafter. Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
Paid Holiday Leave : 12 set days and 1 personal holiday.
Vacation Accrual :
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.
FLSA exempt employees accrue an additional 5 days of vacation per year.
Sick Leave Accrual : 12 days per year with unlimited accumulation, 48 hours of which may be used toward family sick leave.
Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.
Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.
Employees are covered by State Disability Insurance. The premium is paid by the employee.
Deferred Compensation : A voluntary deferred compensation plan is available.
