Introduction Supports the Solid Waste Customer Service & Outreach Manager by assisting with plans and activities involved in special waste collection programming, compliance monitoring and inspections, customer service and public education & outreach activities, services or programs. Performs technical office and field inspection work in the enforcement of the City's refuse and recycling ordinances. May provide coverage in the absence of the manager. Performs lead responsibilities.
Anticipated starting salary for this position may be up to mid-point depending on candidate's experience and internal equity. The full salary range is listed above and mid-point for this position is $33.23/hour. Minimum Qualifications Education and Experience:- A high school diploma or General Educational Development (GED) equivalent.
- Two years of experience in the handling of refuse, recycling and/or hazardous material. Public interface (both in person and over the telephone) experience required.
Licensing, Certifications and Other Requirements:- Must possess and maintain a valid, unrestricted Arizona driver's license with no major citations within the past 39 months prior to the start date.
- Must possess at time of hire, at minimum a Class "B" Commercial Driver's License (CDL) with no air brake restriction and will be subject to unannounced alcohol and drug testing as required by law.
- If you possess a Class "B" CDL upon hire or promotion, you must obtain within 12 months of hire or promotion, and maintain through tenure, a valid Class "A" CDL with no air brake restriction and will be subject to unannounced alcohol and drug testing as required by law.
- Preferred: 40-hour Hazardous Waste Operations and Emergency Response (HAZWOPER) certification within six (6) months of promotion or hire and maintained throughout tenure.
- Every person employed by the City of Scottsdale shall reside in the State of Arizona during his or her active employment by the City, regardless of whether the employee is approved to remote work.
Other pertinent licenses and/or certifications may be required of some positions depending on department/section assignment.
Essential Functions Performs duties and responsibilities commensurate with assigned functional area which may include, but are not limited to, any combination of the following:
- Assimilates and analyzes a wide variety of information to effectively communicate ideas, technical advice, and recommendations in one-on-one, small, and large group settings through oral, visual, and written communication.
- Communicates effectively both verbally and in writing, including public speaking for public and private audiences.
- Handles multiple projects simultaneously and prioritizes work assignments. Communicates clearly and concisely with all levels of City staff, Council, Commissioners, and the public, both in writing and verbal presentations, using proper sentence construction, grammar, and punctuation.
- Serves as a secondary resource for department-wide communication and public outreach activities.
- Assists with coordinating the day-to-day scheduling and assigning of work of Solid Waste Program Representatives; provides technical advice to lower level staff; mentors, recommends and/or delivers training, reviews work and provides performance input to Solid Waste leadership; updates Solid Waste webpage; maintains inventory of outreach and educational materials; and coordinates the scheduling of public outreach events.
- Assists with preparation of materials and participates in and makes recommendations to the Solid Waste Customer Service & Outreach Manager about the recruitment and selection process; and serves as a subject matter expert for Solid Waste Program Rep positions.
- Enforces the City's solid waste codes and ordinance by inspecting sites, containers and structures to determine compliance; communicates violations to persons responsible and follows up to ensure that necessary corrections are made; prepares reports regarding enforcement problems.
