    The City of West Sacramento is seeking a dynamic and experienced leader to serve as the Flood Protection Manager, overseeing all aspects of the West Sacramento Levee Improvement Program (WSLIP) – a program to improve the City’s flood management and protection system to achieve a minimum 200-yr level of protection for the city by 2040. This division manager role involves managing flood control projects, ensuring compliance with state and federal regulations, coordinating with regional, state, and federal agencies, and leading the West Sacramento Area Flood Control Agency (WSAFCA). The Flood Protection Manager will develop and implement strategic flood management plans, secure funding, supervise professional staff, manage multi-million-dollar budgets, and lead public outreach efforts in support of the WSLIP. Reporting to the City Manager (until 12/31/24, the position will then report to the Director of Capital Projects), the ideal candidate will have extensive experience in civil engineering projects, floodplain management, emergency preparedness, and public administration, with a strong ability to navigate complex intergovernmental relationships and large-scale infrastructure projects. 

    The City of West Sacramento will give preference to candidates with more than five years of direct experience in managing complex flood control projects, floodplain management, and working with state and federal regulatory agencies. Candidates with a proven track record of leading flood control system operations, collaborating with government agencies, and advancing legislative priorities related to flood management will be highly preferred. 

    Additionally, preference will be given to those who have demonstrated strong leadership in emergency preparedness, particularly in developing flood or natural disaster response plans. Candidates with extensive experience in public outreach, securing community support for flood management initiatives, and managing large-scale project budgets and contracts will also be prioritized.

    DEFINITION:  The Flood Protection Manager is responsible for coordinating and planning the City’s flood management and protection program including the successful execution of civil engineering work in support of the City’s and the West Sacramento Area Flood Control Agency (WSAFCA) flood management projects and objectives.  The incumbent also leads key initiatives for regional flood management planning.  This is an “at-will” position that is appointed by and sits at the pleasure of the City Manager.

     

    SUPERVISION RECEIVED AND EXERCISED:  Receives general direction from the Director of Capital Projects or his/her designee.   Exercises direct supervision over professional, technical and supervisory staff.

     

    CLASS CHARACTERISTICS:  This is a single, management level position.  The incumbent reports to the Director of Capital Projects and has responsibility for providing daily supervision to professional, technical and supervisory staff.

    • May act as General Manager of the West Sacramento Area Flood Control Agency (WSAFCA) upon appointment by the WSAFCA Board.
    • Plans, directs and coordinates the implementation of City Council and WSAFCA adopted policies, programs, goals and objectives for a comprehensive flood management and protection program for the City.
    • Monitors legislation at the State and Federal level related to flood management and protection.
    • Works with the City’s and WSAFCA’s lobbyists, as appropriate, to ensure that the City’s and WSAFCA’s interests are protected and advanced in the legislative process at both the Federal and State levels.
    • Coordinates with other State, Federal, regional and local agencies on all matters related to flood management and protection.
    • Forecasts, plans and works cooperatively with the business community, the public, and other public agencies to develop a comprehensive funding strategy for flood protection.
    • Participates in the development, negotiation and administration of contracts, permits, licenses or other agreements as needed.
    • Coordinates with the City’s Emergency Operations Manager to ensure that the City’s Flood Annex of the Emergency Operations Plan is up to date in the event of a flood emergency.
    • Oversees public information and outreach efforts related to flood protection.
    • Develops work plans and schedules to ensure that the City’s flood management and protection program is comprehensive and effective.
    • Assigns work activities, projects, and programs and monitors work flow.
    • Reviews and evaluates work products, methods and procedures.
    • Prepares or supervises the preparation of a variety of reports, correspondence and special studies.
    • Participates in the selection, training, supervision, evaluation and discipline of assigned staff.
    • Makes presentations to the City Council, WSAFCA and city commissions as needed.
    • Represents the City at a variety of meetings.
  • Job Requirements

     EDUCATION AND EXPERIENCE:  Any combination of training and experience which would provide the required knowledge and skill.  A typical way to obtain the required knowledge and skill would be:

     

    Education:  A minimum of a Bachelor’s Degree from an accredited program in civil engineering or other related field or discipline.

     

    Experience:  At least five (5) years of direct experience managing the design and construction of flood control or other water resources projects, a solid understanding of floodplain management, working knowledge of flood control system operation and maintenance, and experience working with State and Federal regulatory agencies.

     

    LICENSES AND CERTIFICATES:  Possession of a valid Class “3” or “C California driver license.  Registration as a Professional Civil Engineer (PE) in the State of California is preferred, but not required.
