    About the Role: The Capital Delivery Section of the Water and Land Resources Division is seeking a Habitat Restoration Unit Supervisor (Capitol Projects Managing Supervisor) to lead the Habitat Restoration Unit in the planning, design, implementation and monitoring of habitat restoration, salmon recovery and wetland mitigation projects.

    This position is an exciting leadership opportunity within the realm of salmon recovery delivering a robust capital improvement program focused on process-based habitat restoration. The work is done through an outstanding team of multi-disciplinary professionals including skilled project managers, geomorphologists, restoration ecologists and engineers. The work spans the spectrum of habitat restoration projects for salmon recovery and watershed health including levee setbacks, fish passage improvements, stream channel meandering, installation of large wood in streams and rivers, and controlling invasive vegetation and planting native trees and shrubs.

    Projects are often complex and involve modeling, landowner negotiations, permitting, outreach to community members, and close collaboration with internal and external partners. The County's current strong partnerships with tribal governments and regulatory agencies and a commitment to racial justice add to the compelling nature of this position.

    This position performs work remotely and onsite.

    About the Team: The Water and Land Resources Division is at the forefront of King County’s efforts to protect and restore clean water and healthy habitat and strengthen the resilience of communities, environment, and infrastructure in the face of climate change. We are a dedicated workforce of more than 400 supported by an annual budget of ~$250 million. WLRD has a strong track record of developing innovative strategies for protecting working farms and forests, restoring habitat, protecting water quality, and ensuring people have equitable access to green space. We reduce flood hazards, manage stormwater facilities, and reduce toxic threats. Our Environmental Lab and Science section maintain high-quality data sets used in long term-water quality trend analysis and use Best Available Science to inform decision making. We house three salmon recovery forums and support the Land Conservation Initiative, which will preserve our last, most important natural lands and urban green spaces over the next 30 years. Our forestry and agricultural programs help people protect their lands and support local food production.

    Job Duties

    What You Will Be Doing:
    • Oversee the daily operation of the Habitat Restoration Unit consisting of 28 multi-disciplinary staff. Manage the capital and operating budgets for the Unit, track and report capital improvement project (CIP) delivery targets and provide strategic direction to Unit projects and programs.
    • Work closely with capital project sponsors in the Regional Partnerships Unit and the Mitigations Reserves Program to identify, prioritize, resource, and deliver capital projects advancing habitat and mitigation priorities of the division.
    • Directly supervise up to eight (8) staff including supervisors, program managers and senior staff. Assign and schedule work, evaluate performance and mentor/coach direct reports to build skills and enhance career opportunities.
    • Support the work of the Capital Delivery Section through participation in leadership team meetings, process improvement efforts, and team building exercises.
    • Actively promote collaboration across the Capital Delivery Section, providing advice, input, and where feasible technical support to other capital delivery teams.
    • Lead or participate in recruitment, hiring and training of new unit staff.


    Experience, Qualifications, Knowledge, Skills

    Qualifications You Bring:
    • Bachelor of Science in civil engineering, environmental engineering, water resources, ecology, environmental science, or closely related field, OR an equivalent combination of education and experience which provide the necessary knowledge, skills, and abilities to perform all the duties described in this announcement.
    • A minimum of five (5) years’ experience as a project manager successfully delivering large, complex multi-year capital projects.
    • At least three (3) years' experience supervising the work of multidisciplinary teams including hiring, assigning/scheduling work, evaluating performance and mentoring/coaching to build skills and initiating disciplinary action when appropriate.
    • Experience developing and managing budgets for capital projects and/or programs.

    It Would Be Great if You Also Bring:
    • Advanced budgeting, cost-estimating and scheduling experience necessary to plan, organize and track progress for multiple programs and projects.
    • Knowledge of Water and Land Resources Division Project Management Manual or similar approach to providing best practices and due diligence in the implementation of CIP.
    • Knowledge of local watersheds, regional salmon recovery strategies, King County Flood Hazard Management Plan and/or regional stormwater management priorities.

    Working Conditions:
    • Remote and Onsite Work Details: Employees in these roles work remotely from a home location, with onsite reporting requirements typically 3-4 times per month. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104).     • Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
    • Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
    • Union Representation: This position is not represented.
